I found these flyers in two Fuji Banks in Tokyo, without any indication of who put them out. It's sort of borderline, as far as I see it. It says "these criminal ask for directions in foreign languages," so though it doesn't specifically say "foreigners," it seems pretty clear what is meant. I wonder if other people have seen these?

Dear All,

Chaudhry-san has graciously uploaded the scan I made of the Fuji Bank leaflet to the UMJ home page. This was a flyer I found in two separate branches of Fuji Bank, warning about criminals taking money that people had withdrawn from cash machines, using "dirty tactics such as asking for directions in foreign languages or saying you have dropped something. . ."
