This is a brief about notices around Tokyo Nakano-ku warning specifically against foreign criminals, issued by Japanese police for display in financial institutions and other public areas. Report runs as follows:

1) THE NOTICES AND THEIR WHEREABOUTS

The Tokyo Nakano Police have issued several signs depicting foreigners in specific as instigators of crime. Several two-color police notices were found by the wickets of Marunouchi and Oedo Lines of Nakano Sakaue Subway station, reading (translation by Arudou Debito):

"These criminal groups aim for customers who have just withdrawn cash from inside banks. Their methods include dropping small amounts of money nearby, or distracting people by spraying shaving cream on their backs, saying "your clothes are dirtied", and then snatching away your money."

As I reported earlier, other police notices were brought to the attention of The Community (http://www.debito.org/TheCommunity) by Member Julian, a Nakano resident, on Thursday, Sept 26. A large plastic three-color banner, with suckers on either end for easier adhesion to walls, read (translation by Arudou Debito):

Since I was going down to Tokyo that weekend for an academic conference, some friends and I decided to investigate the situation further.

2) INVESTIGATIONS AND REQUESTS FOR THEIR REMOVAL
a) DISCUSSION WITH THE NAKANO POLICE
SUNDAY, SEPTEMBER 29, 2002, 10AM


I made an appointment in advance with a Mr Miyahara, Police Superintendent, for 10 AM at the Nakano Police Headquarters (03-3366-0110). In attendance was a Mr Takano Fumio, of NPO Tokyo Alien Eyes (http://www.annie.ne.jp/~ishn), and a reporter from the Asahi Shinbun. We talked for 45 minutes thus:

NAKANO POLICE STANCE
The Nakano Police acknowledged the fact that they are producing and distributing these Bagsnatcher Banners. He said this is in response to widespread reportage of the rise in foreign crime and the need to take measures against it. When asked about exact crime statistics within the Nakano area, Mr Miyahara was unable to respond in specific, but acknowledged that bagsnatchings have actually decreased in number within his precinct. He was also unable to confirm that foreigners in specific were responsible for these crimes in the Nakano area or not. "The person in charge, Mr Ihira of the 'Lifestyle Safety Section' (Seikatsu Anzen Ka), is out for the weekend. Please get in touch with him tomorrow."

OUR STANCE
We stressed that this way of signposting moneysnatchings invited misuinderstandings. Japanese also snatch bags, and singling out of foreigners--even "bad foreigners"--is problematic because it is hard for the general public to determine intent or "badness" on sight. Distinguishing by what can amount to physical appearance may encourage a general fear in the public of foreign-looking peoples--the vast majority of whom are of course innocent--and thus does not help the latter's ability to fit in any better with their communities (let alone shop or ask directions without suspicion). If the police must warn against crimes, we suggested they advise about the crime, not the alleged perpetrator (i.e. write simply "watch for bagsnatchers", as is done in other areas, such as near Osaka Castle, where purse snatchings do occur). We asked Mr Miyahara to collect their banners from all the places they distributed them to and dispose of them in the appropriate trash recepticle.

Mr Miyahara said that he understood the problem and would pass it on to the appropriate authorities.

b) DISCUSSIONS WITH BANKS AND PUBLIC TRANSPORTATION AREAS
AND 3) THEIR RESULTS


SEPTEMBER 29, 2002, 12:15PM
NAKANO SAKAUE SUBWAY STATION

Taking the nearest subway station from the Nakano Police Station that very day, Mr Takano and I found several flyers in grids of four stuck onto several support columns near the ticket wickets. We notified the managers of both the Marunouchi Line subway station (a Mr Suzuki, 03-3372-2752) and the connecting Oedo Line station. After some initial resistance, ("The police asked for our cooperation in putting them up, so we did. We have to talk this over with the police."), we told them we had just notified the police ourselves. After giving them the same arguments as above, we confirmed that posting them was entirely at the discretion of the station, and asked station managers to take them down. They complied immediately.

SEPTEMBER 30, 2002, 11:30AM
CHUO MITSUI SHINTAKU GINKOU

I happened to arrive early and notified the Jichou of the bank, a Mr Kawai, about our impending attendance (and the fact that reporters would be appearing). He arranged for a room for a quieter conversation.

Attending at 12PM were TAE's Mr Takano, The Community's Julian and Mark, Ms Yano Manami from the National Network in Solidarity with Migrant Workers (fmwj@jca.apc.org), and one reporter each from the Asahi and Mainichi Shinbuns. After a half-hour delay in the meeting room while the bank decided what to do with our reporters, Mr Kawai and his compadre Mr Kimura came by to give the bank's stance. He asked the reporters to leave the room (they could contact the CMSB's HQ's Public Relation Desk for official statements) and addressed us directly:

CMSB'S STANCE
I had given Mr Kawai a brief on our arguments beforehand for a more reasoned response. He said, "We are not intentionally discriminating against foreigners." It's just that the police asked the bank for their cooperation in notifying the public about foreign bagsnatchings and gave them the banners to do so. As a financial institution, he saw it as their concern to protect their customers and their money from miscreancy. These signs were not produced by the bank--they are the police's--and thus CMSB was, again, just cooperating with local law enforcement.

Mr Kawai confirmed that he did not see foreign or Japanese customers differently, and acknowledged that the notice's wording might make some non-Japanese customers uncomfortable or unduly singled out. He also confirmed that putting up the signs was entirely at the bank's discretion (although, according to my pocket recorder, he alluded to me earlier individually that if the bank did not cooperate, the police might be slower to respond if something happens in future). Nevertheless, to our request for removal of the banners, Mr Kawai made it clear that he had to consult with CMS's head office before doing anything. The banners, for the time being, would stay up.

Julian also noted the same banners were displayed around other banks in the Nakano area: Mitsui Sumitomo, Tokyo Mitsubishi, and Asahi. As I had a plane to catch, we only had time for one more financial institution, and we chose, because their notices were different:

DAIWA SECURITIES

We talked with the Jichou of the place, a Mr Tsuzaki, for about five minutes about two police-issued flyers posted by the ATM. One had illustrations of foreigners distracting people by speaking katakana or dropping money (the same one used in Nagano banks and other public buildings, reported in the Mainichi Shinbun on Feb 22, 2001, visible at http://www.mainichi.co.jp/english/news/archive/200102/22/news03.html), and another smaller one in four languages (English, Japanese, Arabic, and one other) warning that, inter alia, that crimes are being committed and are being watched out for.

Although Mr Tsuzaki acknowledged his position as the person in charge of putting up flyers in this public place, he said that he would have to contact the Nagano Police for more instructions about what to do. He refused to take down the signs, but would take our stance into advisement.

JR NAKANO STATION
also had, we noticed on our way back, three copies posted of the same anti-foreigner-crime notice found in the subway stations above. They were soon taken down after our request.

4) UPDATE: NAKANO POLICE UNABLE TO PROVIDE STATISTICS ON LOCAL FOREIGNER CRIME

On September 30, 2002, around 2PM, Mr Takano contacted Mr Ihira, Section Chief of the Nakano Police Seikatsu Anzen Ka, and recorded their telephone conversation. The whole conversation is visible in Japanese and (soon) English translation at http://www.debito.org/TheCommunity/nakanohittakuri.html#TAE, but sections I will include here have the person in charge of distributing the notices saying,

"Due to secrecy involving investigations..., I can't tell you in detail the numbers of how many foreigners have committed bagsnatchings... in the Nakano area....Please look at White Paper (Hakusho) data."

"When using the word 'frequent occurrence' (of bagsnatchings), we used data for all of Tokyo....and Nakano-ku is part of Tokyo.... Doing something quick is crime prevention (hayame ni te o utsu no ga bouhan)."

"I haven't seen recent data, but at least I think I can say the numbers are not falling. I don't know by what standards (kijun) to base my reply on.... We can say 'frequent occurrence', and we have numbers. We can't tell you them out front (aete moushi agemasen). But it is no mistake to say that they are a 'frequent occurrence'...I don't know exactly (the proportion committed by foreigners) in the Tokyo area."

FINAL WORD:

The Chuo Mitsui Shintaku Bank Nakano Branch has taken told me (Mr Kimura, in a conversation at Oct 1, 2002, 10:30 AM) that the notices have been removed, pending final approval.

The Daiwa Securities Nakano Branch (Mr Tsuzaki, in a conversation at Oct 1, 2002, 10:35 AM) has also removed the poster featuring the katakana-speaking distracting foreigners. The smaller one warning against crime in several languages, remains up.

Unfortuately, word has it that other police precincts are taking similar measures against the perceived rise in foreign crime.

That's right folks - not a G-word in sight. The Keystone Kops whinged on
until the were blue in the face claiming they were not doing anything
wrong, then next time round they come out with the ethnicly cleansed
version. I count this a victory. Just goes to show what a little

中野警察署「不良外国人」犯罪多発看板の件

皆様、こんにちは。有道 出人です。


先週、中野警察署が発行した「不良外国人」による犯罪の看板についてインターネットでお知らせしましたが、これから徹底的にレポートさせていただきます。



1)中野警察署の立場:

 前の日に連絡して会う約束を立った上、9月29日(日)午前10時、私とNPO東京エイリアンアイズ (http://www.annie.ne.jp/~ishn) の高野文生氏と、朝日新聞の記者と一緒に3人で中野警察署の警視庁警部の宮原氏と会いました。

宮原氏は中野警察署代表として、この看板:

は中野警察署に発行されたと認めました。これは外国人による犯罪の増加に対策だと主張しました。しかし、中野区内の外国人検挙数、ひったくり検挙数などを述べられませんでした。「担当じゃないので、明日、生活安全課の伊平(いひら)に連絡して下さい。」と勧めました。彼は、かえってひったくり件数が減ったという気がしたと言いました。



 私たちは自分の立場を言いました。外見だけで「不良外国人」であるかは判りませんので、誤解が生じる可能性が高いのではないかと。結局、私みたいな外見で(帰化した日本人でも)こうやって指摘されて、買い物でも道の案内でも人が敬遠することならたいへん不快です。圧倒的に外国人は素行でいい人生を送っていて、日本人もひったくりをします。なぜ多発している犯罪を中心に「ひったくりに注意」を書かないのかと聞きました。大阪城付近ではその「何人」を示さないひったくり看板は既にあるので参考にしてほしいです。とりあえず、この看板は誤解しやすいので、配ったところから回収して撤回していただけるのか、とも聞きました。

 宮原氏は気持ちが分かったと言ってきちんと署内に通報すると言いました。



2)丸の内線と大江戸線「中野坂上駅」の立場:
 当駅では、高野さんと私はこの看板を見付けました:

不良外国人グループのひったくりに要注意
 犯行グループは、銀行内で現金を降ろしたばかりの客に狙いを定め 客の近くで小銭をばらまいたり、背中にシェービングクリームを吹き付け「洋服が汚れています」など注意を逸らしたすきに、現金をひったくるといった手口で犯行を重ねています。

 ○ 手続きの前に銀行内の点検をしましょう

 ○ 不審な外国人から声を掛けられても、現金やカバンから目と手を放さないようにしましょう
 ○ 多額の現金引き降ろしは複数で行きましょう
 ○ 車に乗る時ほど注意しましょう

 それで丸の内側の係員に連絡して(03-3372-2752)助役と話合いました。すぐ私たちの気持ちが分かってよくないビラだと認めました。しかし、「警察は協力して下さいと言われたので、警察と相談しないとね。」と言いました。が、警察は張り付けるのは強制力がないので、掲示は任意です。よって掲示することに関して最終決定権限は助役にあると認めたので、外して下さいと願いました。それで外しました。大江戸線の係員も同様に外しました。

 

3)中央三井信託銀行 中野支店の立場:

 この銀行が「来日不良外国人によるひったくりが多発」の看板を4つ店内に所々に掲げたと「ザ・コミュニティ」(http://www.debito.org/TheCommunity) のメーリングリストから聞きました。私は学会に行くついでに友人と一緒に確認しに行くことを決めました。私は9月30日(月)正午の集合時間より30分間早めに来て、先に係員に「数人で相談したい」と知らせました。部屋を容易していただいて、12時から集合した人はTAEの高野さん、移住労働者と連帯する全国ネットワークの事務局次長 矢野まなみさん(fmwj@jca.apc.org)、「ザ・コミュニティ」のメンバージュリアンさんとマークさん、と毎日新聞と朝日新聞の記者1人ずつ。しかし、係員は「本銀行の本社の報道部経由で取材して」と言って記者を退室させました。



 銀行の応対した人は川井次長と木村財務相談課長でした。「警察に『防犯の協力を』願われたので掲示しました。意図的に外国人を差別していることではない。ただ、金融機関としてお客様とお金を守らないといけかいので、少なくとも知らせる必要があったと思って掲げました。」など



 しかし、私たちの気持ちも分かったと言いました。外国人もお客様であり、外国人・外見が外国人みたいな人は不快な気持ちなら「不良外国人」がいい書き方ではないと承知しました。ただ、銀行ではなく警察が発行した軸なので、警察と相談しないといけないことだと。掲示するのが任意であり掲示決定権限は川井氏にあるのを認めたにもかかわらず、銀行の本社と相談してはいけないを理由にして看板を外すのを断りました。



 4)大和証券 中野支店の立場:

 中野住民のジュリアンさんはこの金融機関店へもガイドしてくれました。ATMの隣に張り付けたのは、

これは、毎日新聞01年2月22日に報道された長野市の公共場所で掲示されたお知らせと同じです。

その後、長野市から撤去されたが、東京都に甦りましました。



 次長の津崎氏と話しました。「警察から協力を」と「客の為の防犯措置」などを言ってから、私たちの立場を充分に承知したと認めました。しかし、警察のビラなので、警察と確認する必要があるので外すのを断りました。



 ジュリアンさんによると、中野にてアサヒ銀行、東京三菱銀行、と三井住友銀行にまだ「来日不良外国人によるひったくりが多発」軸が掲示してあるが、私の帰札の飛行機のために確認と改善要請する時間がありませんでした。ちなみに、JR中野駅内にも上記の「速報」ビラ貼り3枚を見付けたので、係員に知らせてすぐ外していただきました。

2002930日午後2時頃。TAE(http://www.annie.co.jp/~ishn 高野(email ishn@annie.ne.jp)が警視庁中野警察署に電話。前日、有道出人さん(「ザ・コミュニティー」主任)のよびかけに応え、中野警察署への申し入れに同行した。「注意 来日不良外国人によるひったくり多発 中野警察署」と大書されたポスターの撤去申し入れである。その話し合いの場で、わたしたちの「中野署管内でどれぐらい来日外国人によるひったくりが多発しているのか、数字を教えてほしい」と聞いたところ、対応した中野警察署警務課長代理から、ポスター制作を担当した中野署生活安全課長からこの日に回答する、と案内されていた。


TAE高野:中野管内で外国人によるひったくりがどれぐらい多発しているのかと、
その数字を教えてほしいんですが?


Tokyo Alien Eyes Takano: Since they are said to occur frequently, could you please tell me the number of bagsnatchings by foreigners in the Nakano Municipality?



中野警察署生活安全課伊平課長(以下、中野署):それはですね、高野さんね、現実
には検挙すれば外国人か日本人かはわかりますけど、まだ検挙していない部分につい
ては、これはあのー、いろいろ捜査上の秘密もありますので、外国人によるひったく
りは何件か、ということはちょっとくわしい数字は、ちょっとお教えできませんです
よね。


Mr Ihira, Lifestyle Safety Section Chief, Nakano Police Headquarters: Well, Mr Takano, I do know how many arrests have been made of Japanese and foreigners at this time, but as for those which were not arrests, there are many confidential matters involved in the investigation, so I am not at liberty to tell you exactly how many foreign bagsnatchings there were.



TAE高野:検挙したものについてはどうなんですか。
How about arrests, then?



中野署:それは、全庁的に見た方がよろしいでしょう。
You mean for the whole Tokyo Metoropolitan area?



TAE高野:全庁というのは、全都、東京都全体、ということですか?
You mean all precincts of Metropolitan Tokyo?



中野署:そう、そう、そう。
Yes yes yes.



TAE高野:では、中野管内ではそういう数字はないんですか?
Do you mean you don't have numbers for the Nakano Precinct?



中野署:統計ですか?(はい。ーTAE高野)ですから、捜査上の関係でくわしい数
字はお教えできません。
You want stats? (Yes.) I just said I am not at liberty to give you details related to investigations. 



TAE高野:検挙した数字でもいいので教えていただきたいんですけど。では、東京
都ではどうなんですか?
I am asking for numbers of arrests. So how about Metro Tokyo?



中野署:白書とか見ていただきたいと思います。そちらの方を見て頂きたいと申して
おります。
Then kindly refer to the Government White Paper on the subject.



TAE高野:(ポスターは)多発しているというのにもとづいて作ったんじゃないで
すか?多発している根拠は白書を見て、ということなんですか?
Did you not make a poster saying that these crimes "occur frequently"? So you are saying that I should look for the evidence for that in the Government White Paper?



中野署:そうですよ。
Yes I am.



TAE高野:多発しているという根拠はないんですか?
So you are saying that you (personally) don't have any evidence of frequent occurrence?



中野署:白書の方がくわしい数字ものっていますし、くわしい分析もしていますの
で、わたしが説明するよりまちがいないでしょう、と申し上げているんです。
I am saying the details are in that White Paper, analyzed, and will be more accurate than I would be by explaining.



TAE高野:東京都では検挙された数字は増えているんですか?
Are the number of arrests increasing in Tokyo?



中野署:それはあくまでも私の考えですか?それともくわしい数字にのっとったこと
を言え、ということですか?
You're asking for my personal opinion, or for specific numbers?



TAE高野:データですよ。くわしい数字ですよ。
I am asking for data. Specific numbers.



中野署:わたしも最近目を通していないので、少なくとも減ってはいないと思います
けど。何を基準に答えろ、と言っているのか知りませんけど。
I haven't personally looked them over recently but I think they at least haven't fallen. I don't know on what basis you want me to reply, though.



TAE高野:何を基準にあれ(=ポスター)を作ったんですか?外国人によるのが多
発しているというのはそれは、、、
On what basis did you make that poster? What makes it possible to say that frequent occurrences are caused by foreigners...?



中野署:ですから、「ひったくり」と申しましても、路上で自転車やバイクでやって
来て奪い取る「ひったくり」というのもありますでしょうし、注意を引いている間
に、奪うのを「途中ねらい」っていうんですよ。「途中ねらい」というのはですね、
おじいさんとかおばあさんとか、いわゆる社会的弱者ですよね。こういう人が家に帰
る途中に、あ、ゴミがついていますよ、とかですね、何か落ちていますよ、とか注意
を引いている間に、バッグなどを奪うのを「途中ねらい」というんですが、「途中ね
らい」と言っても弱者はわからないでしょ?「ひったくり」というとわかりやすい話
ですし、手口的にはひったくりというのが類似しているので「ひったくり」にしま
しょうと。と、いうふうに書いてあるわけです。
Look, even if one talks about "moneysnatching", there are different types, such as drive-by bagsnatchings on bicycles or bikes in broad daylight. There are also "stakeouts" where they try to distract you and then snatch. The victims of those stakeouts are grannies and granddads, the so-called more-defenseless elements of society. When those people are on their way home, they are distracted with, "You've got grot there", "You dropped something", and that's when they get their bags filched. But if we use the word, "stakeout", the defenseless folk aren't going to understand it. But if we use "moneysnatching", that's much easier. That's why we decided to call the modus operandi "moneysnatching". It's similar enough. That's why we wrote it as such.



TAE高野:伊平さんがポスターの制作の責任者ですね?
Mr Ihara, you have responsibility for making this poster, right?



中野署:職○(聞き取れず)的にはそうですね。ただ、そのときにいたか、いなかっ
たかは別ですけどね。
It's part of my job description. I might not have been around at all stages of the process of making it, though.



TAE高野:中野署が予算をもっていて、中野署の権限で作られているわけですね?
You used the authority of the police force and their budget when making this poster, right?


中野署:予算をもっていて、じゃなくて、防犯に対する予算があるわけですよ。いろ
んな面に使う、ですね。
We created no special budget for it. It's part of our crime-prevention budget. We use it for many things.



TAE高野:中野署の権限で作ったわけですよね?
Under the authority of the Nakano Police, right?



中野署:そうですね。
Yes.



TAE高野:中野署が「不良外国人によるひったくりが多発している」と書いた理由
は何ですか?
Why did the Nakano Police write "bagsnatchings by bad foreigners occur frequently"?



中野署:ですから、それ(=理由)はあるでしょ。途中狙いもありますし、検挙も実
際ありますし。
We have a reason. There are actual stakeouts and arrests.



TAE高野:それは事実でしょうけど、それは何件ですか?
This might be a fact, but how many are there?

中野署:それは白書の方を見て頂きたい。その方が数字的にはまちがいがないでしょ
うから、と言っているんですけど。
Kindly refer to the Government White Paper. As I've said, that is the surest way.



TAE高野:市民、国民に対して情報の提供のしかたが問題あると思うんですけど。

I think there is problem here with the amount of information you are willing to offer residents and citizens, if you are going to fob me off on a White Paper.

TAE高野:白書には中野管内でどれくらい外国人によるひったくりが、、、
How many bagsnatchings have been committed by foreigners within the Nagano Precinct, according to the White Paper?



中野署:外国人による未検挙のものについては外国人か日本人かわからないでしょ?
I couldn't possibly know how many snatchings have been committed by foreigners or Japanese if they haven't been arrested.



TAE高野:じゃあ、数字的な根拠はない、ということですね?
In other words, you have no numerical evidence, correct?

中野署:ありますよ。
Yes we do.



TAE高野:どこにありますか?
Where is it?



中野署:ですから、白書を見てください、と言っているんです。
I'm telling you, look at the White Paper.



TAE高野:白書に中野管内の数字はありますか?
Are numbers for the Nakano Precinct in that White Paper?



中野署:東京都内として見ていただきたいということを言っているんです。それじゃ
あ、ね。例えばね、警視庁で100件被害が発生しています。ね?極端の話、中野で1
0件です、新宿で50件です。そしたら、新宿と中野だけ気をつければいいことで
しょうか?他の所にもいっぱい人は動くわけですから。別に中野と新宿だけであとの
署は気をつけなくてもいいよ、というわけではないでしょう?だから、全庁的なね、
ミクロではなくてもっとマクロ的にとらえた犯罪動向に対して早目に手を打つのが防
犯じゃないでしょうかね。
What I am saying is you can see the stats for Tokyo Metro Area. Anyway, for example, let's say there are 100 cases within the Metropolitan Police area. Boiling it down, if there are 10 cases in Nakano, there are 50 cases in Shinjuku. If that's the case, then Shinjuku and Nakano had better be on the lookout. Lots of people are also moving around, so it's not only Nakano and Shinjuku which ought to be on their toes. That why we don't have the details in micro form. We are taking macro measures in order to prevent criminal tendencies. As you know, speed is of the essence in preventing crime. 



TAE高野:「中野管内で多発しているかどうかはさておいて、早目に手を打とう」
ということですね?
So you are saying, "Regardless of whether or not crime is actually happening within Nakano Precinct, we'd better strike fast"?



中野署:多発しているとかしていないとか、ですねー。多発していなければ何も手を
打たなくてもそれでいいのか、ということなんですよ。中野区は東京都内にあるわけ
ですから。警視庁管内でそういう動向があれば、当然、どの署だって気をつけて、い
わゆる“転ばぬ先の杖(つえ)”でしょ。
"Regardless of whether or not crime is actually happening"? If it wasn't happening, we wouldn't have to do anything about it, right? But it is happening, both within Nakano-ku and Metro Tokyo. And if those tendencies exist within the Metropolitan Police area, of course any police headquarters is going to take notice. You know what they say, "Forewarned is forearmed".



TAE高野:多発している、ということは、東京都内では事実なんですか?
But is this "frequent occurrence" a fact or not? Within Metro Tokyo?

中野署:途中ねらいなんかは多発していますよ。
There are frequent stakeouts.



TAE高野:どれくらい多発しているんですか?
How many?



中野署:何を基準に多発というんですか。
On what basis do you mean?



TAE高野:こちらが聞きたいんですよ。
That's precisely what I'm asking.



中野署:これを多発していると言えば、多発していると言えるでしょうし。いずれに
しても、数字のことをどうこう言われても、もっている数字、もっていない数字、あ
りますから。あえて申し上げませんけど。ただ多発しているのはまちがいありませ
ん。
If it is said to be happening frequently, it probably is. Either way, even if I don't have the numbers here in front of me, there are numbers out there. I can't say them up front, but make no mistake: it does happen frequently.



TAE高野:概数でもないんですか?外国人は何割ですか?
You don't even have any rough numbers? What percentage are foreigners?



中野署:そういう資料は手持ちにはもっておりません。わかりません。
I don't have those materials on hand. I don't know.



TAE高野:それでは、東京都内で外国人の犯罪は何割ですか?
Okay then, what proportion of crimes in the Tokyo area are commited by foreigners?



中野署:わかりません。そこまで私も把握しておりません。資料をもっておりません。

 本日から、係員に連絡上、中央三井信託銀行中野支店と大和証券中野支店は上記のお知らせを外しましたとのことです。他の中野の外国人について掲示している金融機関の現状は分かりません。

 ▽「来日不良外国人によるひったくり事件が多発」と大書した防犯垂れ幕が問題とされた。中野署が今夏50枚ほど作り、管内の金融機関の多くが掲げた。

 ▽署側は「犯罪にかかわる外国人を指す言葉として不良と書いただけ」と説明。有道さんは「偏見を招く。外国人はみな不良なのか」と垂れ幕の撤去を求めている。
