小樽での外国人入浴拒否問題はいろいろなことを考えさせられる。 「私は、日本人じゃない日本人なんです。」温泉施設を 人種差別撤廃条約違反で訴えた有道出人さんが、ビートたけしさん 司会の外国人によるトーク番組で話していた。

There are various things to reflect upon concerning the problem of refusing of bathing to foreigners in Otaru. "I am a Japanese who does not appear Japanese." Mr. Davido Arudo, who is suing an onsen facility for violation of a treaty on racial discrimination, spoke on a foreigner's talk program chaired by Beat Takeshi.

米国出身の有道さんは、昨年十月に日本国籍を取得した。運転免許証を 見せて入浴しようとしたが「あなたが日本人であることは分かるが、 他の客は日本人と見ない。だから入浴させられない」と断られた。

Born in America, Mr. Arudo acquired Japanese citizenship in October of last year. He presented his driver's license and tried to bathe, but was refused. "We understand that you are Japanese, but other customers do not see you as Japanese. Therefore we cannot let you bathe."

日本人って何だろう。歴史家の網野○彦さんは「日本人とは、日本国 のこく制の下にいる人という意味以上でも以下でもない」 （「リアル国家論」教育史料出版会）。日本人に何か特別の実体がある ように答えるのはおかしい、という。東北地方の北部の人は、十二世紀 までは日本人ではなかった。北海道や沖縄も、十九世紀半ばまで日本国 の外だった。

What is a "Japanese"? According to historian, Mr. Amino, "A Japanese is, more than just a person born to a citizen, but also has the following meaning." ("Real State-ism" Historical Education Publishing Group) It is strange to answer that Japanese have some special substance. People from the Northern part of Tohoku region, until the 12th century were not considered Japanese. Hokkaido and Okinawa were considered to be outside of Japan until the middle of the 19th century.

網野さんによると単一民族説も神話にすぎない。にもかかわらず 「日本人らしい」外見が独り歩きする。それが差別を生む。たとえは悪い が相撲の曙親方や梅宮アンナさんが入場を拒否される滑稽さを想像 すればいい。

According to Mr. Amino, opinion based on one's ethnic group is just a myth. We should avoid the path of "Japanese-like" appearance alone. That is the birth of discrimination. For an example of hatred, what if (American-born) sumo master Akebono or (Japanese-American model) Anna Umeyama, were refused bathing? It would be a joke.

番組では、多くの外国人が外見による差別を批判し「マナーを守らない 人だけを退場沙競れば・・・」　「小樽の人もロシア語を覚えマナーの 悪いロシア人に文句を言ってはどうか」と発言した。

On the program, many foreigners criticized discrimination based on appearance. "They should throw out those who don't mind their manners...", "What if Otaru people learn Russian and complain to bad Russians", it was proposed.
