BLACKLIST OF JAPANESE UNIVERSITIES—RITSUMEIKAN UNIVERSITY (Private)

NOTE FROM BLACKLIST MONITOR: In the bad old days (job advertisements dated 2001 and 2002), Ritsumeikan offered jobs exclusively for foreigners entitled "Native-speaker Full-time English Language Instructors" (a roundabout way of saying gaikokujin kyouin, which by definition are job posts reserved for foreigners, and by design with inferior job conditions and no permanency). Ritsumeikan used to append a "Jokin" ("full-timer" in Japanese) title to the job status to make it look more secure, but it was never the same as a "Jokin" post a Japanese would get. Now, as of 2006, the pretense is gone--and "shokutaku" positions ("Shokutaku Full-Time English Language Instructors (SFLEI)"--true temporary work status, with as much power as custodial workers in abusive places like the Prefectural University of Kumamoto) are now clearly delineated.  And for more languages now--Chinese and Spanish as well as English.  Ironic is the fact that Ritsumeikan still wants these temporary workers to have university teaching experience and high qualifications (they dropped the PhD requirement--no wonder--but still TESL/TEFL, CALL, TOEFL/TOEIC, and enough Japanese language ability to perform administrative duties), yet refuses them any job security. Moreover, the post demands a heavy courseload of ten classes per week, including holiday periods, for surprisingly low pay (dramatically lowered since 2002), on one-year renewable contracts which are clearly capped at four renewals (frowned upon by both the Ministry of Education and the Labor Standards Law), and requirements for social welfare deduction which effectively will never be fully returned (thanks to the vagaries of the pension systems) if candidates stay beyond three years. Ritsumeikan is, in the Blacklist monitor's opinion, still prevaricatingly playing with contractural wording to lure oblivious candidates.  Don't say you weren't warned.  --Arudou Debito, Blacklist Monitor

* “Shokutaku” Full-Time English Language Instructors (SFELI) are hired on contracts for one-year terms renewable up to four times.
1. Responsibilities
(1) Each SFELI will teach an average of ten credit hours per week (one credit-hour is 90 minutes). (Intensive classes during summer and spring vacations may be assigned in lieu of regular classes.)
(2) SFEU may be asked to teach additional classes at the Center for Language Acquisition (CLA) for additional remuneration.
(3) SFEU may also be asked to perform various other education-related duties.
2. Qualifications for Employment
The candidate must exhibit sufficient ability and enthusiasm for carrying out his/her duties according to the following criteria:
(1) Candidates must be native or a non-native speakers of English capable teaching English as a foreign language;
(2) Candidates must have a master's degree (or equivalent academic background) at the time of application, with a research field in an area such as the following: TESL/TEFL, Applied Linguistics (including CALL and other language education technologies, testing, etc.), Linguistics, Intercultural Communication, etc.
(3) Candidates must have some experience teaching non-native students of English. Preference will be given to candidates who have experience teaching TOEFL/TOEIC preparation courses, CALL, and/or remedial classes for learners with limited English language proficiency.
(4) Preference will be given to candidates who have obtained their qualifying degree within ten years of applying for the SFELI position;
(5) For native English speaking positions, preference will be given to candidates who have a level of Japanese language proficiency which enables them to communicate effectively in classes in Japanese if necessary and to handle daily administrative affairs.
3. Number of openings for the SFELI position and period of employment
Positions available: 9
Term of employment: April 1, 2007 to March 31, 2008 (Annual contract, renewable up to four times.)
4. Place of Work
Ritsumeikan University's Kinugasa Campus or Biwako Campus (BKC). SFELI will not normally be asked to teach at both campuses. However, they may be offered additional classes during the summer and spring at either of the two campuses.
5. Conditions of Employment
Annual Salary: ¥4,200,000 (including taxes)
*Extra allowance shall be paid to SFEU assigned to handle Responsibilities (2) and (3) above.
*Medical Insurance: SFELI s are required to join the Mutual Aid Association of Private School Personnel (Shigaku Kyosai) for the duration of their employment at Ritsumeikan University. Ritsumeikan University and the SFELI shall pay a prorated cost in accordance with Japanese law. Please be advised that all SFFLIs are required to join the Shigaku Kyosai pension scheme as well, and that fees for both the pension and health insurance plans will be deducted from the SFEU's salary each month. A Commuting Allowance and other benefits will be provided according to the rules of Ritsumeikan University.

(3) It is preferred that the JFELI have obtained his/her qualifying degree within ten years of applying for the JFELI position;
(4) The JFELI must have a level of Japanese language proficiency which allows him/her to communicate effectively in classes in Japanese if necessary and to handle daily administrative affairs.

Please note that teachers working as Jokinkoshi for Ritsumeikan University, APU, Ritsumeikan High School and Junior High School during the present academic year are not eligible to apply for the position of JFELI.

a. Primary Responsibilities - FLIs are responsible for conducting English-language
courses with focus upon the following areas:
i. Development of aural and oral skills;
ii. Development of conversational and written expression;
iii. Presentation and discussion of intercultural issues.
b. Secondary Responsibilities:
i. Development of teaching materials;

at the time of application, with a research field in an area such as the following:
TESOL/TEFL, Sociolinguistics, Applied Linguistics (including CALL and other
educational technologies), Testing, Intercultural Communication, or Japanese
Studies;
c. Experience with TEFL/TESL (including education in international understanding or
development education conducted in English), or CALL material development
(including computer programming) is preferred;
d. It is preferred that the FLI have obtained his/her qualifying degree within ten
years of applying for the FLI position;
e. It is preferred that the FLI be able to have a level of Japanese language
proficiency which allows him/her to communicate effectively in classes and to
handle daily administrative affairs.

3. Number of openings for the FLI position and Period of Employment
a. Positions available: 7
b. Term of Employment: April 1,2002 to March 31, 2005
(However, annual renewal of the contract is required by the Japanese Labor
Standard Law)


4. Conditions of Employment
a. Annual Salary: ¥6,134,400 (taxable)
The above amount shall be paid in the following manner:
Monthly salary: ¥340,800
Bonus: ¥2,044,800 (Equivalent to six months' salary);
to be disbursed in two installments (Three months'
equivalent in June and three months' equivalent in
December)
b. Research Facilities and Allowance - Each FLI will be provided with a research
allowance of ¥60,000 for each six-month period, totaling ¥120,000 for one year.
FLIs will have access to a common research room.
c. Traveling Allowance - For those living outside of Japan, Ritsumeikan University
will reimburse travel expenses for the FLI and his/her immediate family from their
home country to Kyoto, Japan, including economy class airline tickets to Kansai
International Airport. Reimbursement for travel expenses will be provided after
the FLI's arrival in Kyoto, Japan. Upon successful completion of the contract,
Ritsumeikan will also provide return travel expenses for the FLI and his/her
immediate family. In the case that the FLI is employed elsewhere in Japan
following the completion of his/her contract, return travel expenses will not be
provided.
d. Shipping Allowance - Ritsumeikan will provide an allowance up to a maximum of
¥500,000 for shipping expenses of personal, household goods from abroad, and
¥300,000 for moving expenses of personal, household goods from within Japan. In
the latter case, payment will be made only if the applicant who is living more
than 80 km from either JR Kyoto station or JR Minami-Kusatsu station moves to a
location less than 80 km from the above mentioned stations.
e. Accommodation Allowance - Ritsumeikan will provide ¥30,000 every month towards
accommodation expenses (or ¥15,000 per person if two or more FLIs share the same
residence.)
f. Housing Assistance - If necessary, Ritsumeikan will provide the FLI with an
introduction to a real estate agency. Also, Ritsumeikan will provide an initial
housing assistance payment of ¥400.000(taxable) only to those who need to move
and are eligible for payment under Article 4-d above and not to anyone already
living less than 80 km from either JR Kyoto station or JR Minami-Kusatsu station.
g. Commuting Allowance - Daily commuting expenses will be reimbursed by Ritsumeikan
in the same manner as reimbursement for regular employees of Ritsumeikan.
h. Medical Insurance - FLIs are required to join the Mutual Aid Association of Private
School Personnel for the duration of their employment at Ritsumeikan University.
Ritsumeikan University and the FLI shall pay a pro-rated cost as determined by
Ritsumeikan University. The Health Center at Ritsumeikan University is available
for general health consultation for FLIs.
i. Place of Work - Work responsibilities will primarily be undertaken at the campus
of the college to which the FLI is assigned. However, FLIs may also be required
to undertake responsibilities at the other campuses of Ritsumeikan University.
Ritsumeikan presently has two campuses, the Kinugasa campus located in Kyoto city,
and the Biwako-Kusatsu campus located in Kusatsu city, Shiga Prefecture.
j. Alien Registration and Visa Renewal - Alien registration and visa renewal
procedures will be explained upon arrival.

5. Application - The following materials are required to apply for the position of FLI at
Ritsumeikan University:
a. Completed application form (print legibly on either the English or Japanese version
of the form provided)
b. Copy of most recent academic degree earned
c. List of academic works (graduate thesis, research papers, etc.) with an abstract of
each (approximately 500 words each)


Please be informed that although a health certificate is not required at the time of
application, it will be required prior to actual employment at Ritsumeikan.

6. Application Deadline - Only applications received no later than August 31, 2001 will be
accepted. Applicants will be notified of the selection process results in November 2001.

NOTE:  In the above advertisements (2001 and 2002), note how the "Native Language" requirement exonerates Japanese from the fear of their native tongue relegating them to this status.  One wonders how the circle would be squared if the Blacklist Monitor, a Japanese citizen but a native speaker of English, would be slotted if he applied for a job at Ritsumeikan. (The Blacklist Monitor did contact their Office of Academic Affairs in 2002, and was told that they do not consider these posts "discriminatory" since Japanese can apply for them too--if they happen to be native speakers of English. However, tellingly, no Japanese has ever taken one of these posts. Even more telling is the fact that this department conversely offers no tenured positions for "native speakers" (not "foreigners", mind you). They said that means I could take the post simply by dint of my native tongue.
