Hi Blog. Whenever I make a point about the anti-assimilative nature of many of the GOJ’s policies towards NJ, one of the common counterarguments I hear is the foreigners can freely buy land in Japan (unlike in other societies), so it’s not that bad.
Well, it looks as though the recent push to keep an eye on foreign land acquisition in Japan “due to issues of national security” is still afoot. As Submitter MMD notes:

The article comments on Yomiuri’s own survey in which prefectural governments were asked “about the number of land acquisitions by foreigners and the size of the land acquired” The article also includes the usual ingredients for fear mongering, starting with:
“In one example in which a Japanese name was used to disguise a land transaction, a Chinese in his 40s living in Sapporo bought 14 hectares of mountain forest and other lands near the Niseko area in Hokkaido last autumn. For this transaction, he used the name of a Japanese real estate company.”
and concluding with:
“It’s necessary to establish an ordinance on land transactions at a local level so that local governments are fully aware of the owners of land and water sources,” said Makoto Ebina, a professor at Otaru University of Commerce who participated in a discussion on the ordinance in Hokkaido.”However, as many land transactions are unclear because names are borrowed, it’s important to carefully check out each transaction,” Ebina said.
The title of the article which reads “ Foreign buyers snap up land / Survey shows many people use Japanese names to hide acquisitions” already says it all actually.
Aha, but there you go. There are foreigners and then there are FOREIGNERS! In this case, it’s apparently those sneaky Chinese we have to fear. Gotcha. Makes perfect sense if you’re a Japanese policymaker, a xenophobe who claims that Chinese are trying to carve up Japan, or an editor at the Yomiuri, I guess. Good company to be within. And as MMD pointed out, never mind Japan’s government-level bid to buy up land the Chinese contend is theirs… Arudou Debito
At least 1,100 hectares of mountain forest and other land have been acquired by foreigners, with Hokkaido providing the lion’s share, according to a Yomiuri Shimbun survey.
The survey discovered 63 land transactions involving foreign purchasers, but Japanese names were apparently used to disguise many of the deals, a subterfuge not recognized by local governments.
This indicates the number of deals in which Japanese land and forests are falling into foreign hands may be much larger than those found in the survey.
The survey, conducted from the end of March through earlier this month and covering all 47 prefectures, asked prefectural governments about the number of land acquisitions by foreigners and the size of the land acquired.
Under the National Land Use Planning Law, those who acquire more than one hectare of land are required to notify the prefecture concerned.
According to the survey, foreigners bought 57 pieces of land totaling 1,039 hectares in Hokkaido, accounting for 94 percent of land acquired by foreign capital nationwide.
Of the purchased land, about 70 percent was obtained by corporate bodies or individuals in Hong Kong, Australia and other places in Asia and Oceania. Corporate bodies in British Virgin Islands, known as a tax haven, were involved in 11 land transactions.
Regarding such deals, some people believe water resources are being targeted by foreign buyers. In response, Hokkaido and Saitama Prefecture introduced ordinances in March to require prior notification whenever someone tries to purchase a designated reservoir area. Fukui, Gunma, Nagano and Yamagata prefectures are considering similar ordinances.
In one example in which a Japanese name was used to disguise a land transaction, a Chinese in his 40s living in Sapporo bought 14 hectares of mountain forest and other lands near the Niseko area in Hokkaido last autumn. For this transaction, he used the name of a Japanese real estate company.
During an interview with The Yomiuri Shimbun, the man said he was afraid of provoking a backlash from the Japanese if he bought the land under his name. He also said he hoped to resell the land for a profit as he thought Japanese land prices had bottomed out.
A real estate agency in the Kanto region that was involved in the sale of a mountain forest to a foreign customer said: “Even though foreigners don’t aim to obtain water resources, their acquisitions could cause consternation. They feel safe if their deals are registered under a Japanese name.”
Regarding mountain forests acquired by foreign buyers, the central government said in May last year that 40 such transactions have been carried out in the five years up to 2010, with land acquired totaling 620 hectares.

A decade serving the community
Wednesday marks the 10-year anniversary of the Community pages, which have been providing news, analysis and opinion by, for and about the foreign community in Japan since May 9, 2002.
Here, an editor, columnist and writer who helped make the section what it is today reflect on the first decade of the Community section.
I remember my first article on the Community Page back in June 2002, after I jumped ship as a columnist at the Japan Today website.
Having been an infrequent contributor to other publications, I was impressed by the comparative professionalism at The Japan Times: I was never forced to toe any editorial line by the Community Page (unlike, say, the vanity projects that pass for English-language newspapers at the Asahi and Yomiuri, who tend to take criticism of Japan in English by NJ authors as a personal affront).
It was also nice that the JT paid its contributors the amount as promised promptly, something relatively rare in this business.
Honesty has served the Community Page well. Over the past decade, we have had hundreds of contributors writing exposes on subjects few other domestic outlets would touch, including unequal hiring practices due to nationality, the merits of unionization, international divorces from the studiously ignored NJ partner’s perspective, the Japanese judiciary’s systematic discrimination against claimants based on race or social origin, the biased treatment of NJ crime by police and the media, public policies and government statements that latently and blatantly disenfranchise whole peoples in Japan, one’s rights under the law and revised visa regimes, and even new takes on the perennial debate over the epithet “gaijin.”
Where else in our domestic media could this motley collection of journalists, scholars, pundits, activists and general malcontents consistently splash their views across a page (now two) every Tuesday — and have their presence permanently recorded in this country’s best online archive of English articles on Japan?
For that matter, where else in Japan’s media does anyone even acknowledge that there is a “community” of NJ in Japan, or offer authoritative information specifically for the benefit of this community? Only here.
I have been honored to not only have had more than a hundred of my articles featured here since 2002, but also to have the ideas debated in a venue that people, including academics and Japanese policymakers, take seriously.
For example, my favorite Community Page memory is the reaction from “Forensic Science Fiction: Bad science and racism underpin police policy” (Jan. 13, 2004), where I critiqued the National Research Institute for Police Science’s highly unscientific “DNA tests for foreigners.”. They claimed that you could examine biotic evidence at crime scenes and tell whether the suspect was foreign or not. They sold this snake oil to us taxpayers for years by claiming that “foreign proteins are different than Japanese.”
When I telephoned NRIPS on different business shortly afterwards, the person on the other end immediately knew me by name, and with no invitation launched into a defense of the policy as “having nothing to do with foreigners.”
I then pulled up the policy and read it back to him. “The very title says, ‘Developing an index using biological materials in order to expose foreign crime.’ In case you haven’t figured it out yet, I can read Japanese. Can you?” I got a gasp and then a delicious silence. Plus, in a country where the police ignore media scrutiny and even get away with murder (ZG, Nov. 1, 2011), the NRIPS still felt obligated a month later to send the JT a flaccid letter of denial. Gotcha.
In sum, I have observed three definite stages in the development of the NJ “community” since I got to Japan. In the 1990s, communities were forming during the influx of foreign labor, with some regions reaching double-digit population percentages of NJ. In the 2000s, NJ communities came under attack by xenophobes and chauvinist politicians who firmly believe the fiction that more foreigners means less Japan. And now, in the 2010s, we’re watching the NJ communities attacking themselves, cleaving into one-upping camps over who is “more dedicated to Japan” in this era of perpetual stagnation, rollover disasters and seemingly endless self-sacrifice.
The Community Page, despite all of that, stands as our outlet, and our legacy. Long may it run.

As per articles below, the Japanese press is of course rallying the public behind the home team via editorial camouflaged as news (it’s hard to discern even what Campbell actually said). It’s even trying to instruct the Japanese public how English is different than Japanese. You see, if a North Korean kidnaps a Japanese, its “abduction” (rachi). But if a Japanese kidnaps an international child, its “tsuresari” (taking along and disappearing). But you see, the English language is inflexible — it only has one word for this action: “abduction”. So it’s all one big “linguistic misunderstanding”. Even though, in either case, abduction is what it is.
And if you really want to take this issue to the next level of linkage, consider this comment from a friend:
As noted in Wikipedia, “In 1944, the Japanese authorities extended the mobilization of Japanese civilians for labor to the Korean peninsula. Of the 5,400,000 Koreans conscripted, about 670,000 were taken to mainland Japan . . .” And the Japanese have the audacity to complain about 20 or so Japanese abducted to North Korea? The Japanese government should apologize and compensate the 5 million Koreans conscripted 70 years ago before uttering a single word about the actions of North Korea 35 years ago.
So underlying all of this is an issue of hypocrisy, and now the GOJ is probably going to have to resort to its only real defense when cornered on an issue: agonistic posturing and outrage — trying to derail the issue in favor of maintaining “The Relationship”. People have fallen for this before (after all, the US wants to keep its military bases and its market to sell inter alia weaponry). But I’m not sure this issue is really big enough (I think Masumoto has an inflated sense of his own power) to do that. Let’s keep our eyes on this one, since it’s a good case study of gaiatsu and GOJ policy in the making. Arudou Debito
Families of Japanese nationals kidnapped by North Korea have protested an attempt by a senior US diplomat to link that issue to parental child abductions.
The families met with Assistant Secretary of State Kurt Campbell in Washington on Monday. They say Campbell discussed parents who take their children to Japan without permission after the collapse of their marriages to US partners. They add that Campbell told them he wanted the 2 abduction issues simultaneously resolved and called for Japan’s cooperation.
After the meeting, a senior member of the group, Teruaki Masumoto, told reporters that they strongly rejected Campbell’s comments. He called it unacceptable to regard North Korea’s abductions, in which lives are at risk, in the same light as the custody of children between couples.
The US side reportedly explained that whether they are by a state or by parents after a failed relationship, they are still abductions, highlighting a difference in how the North Korean abductions issue is perceived.

WASHINGTON (Kyodo) — The families of some Japanese victims of abduction by North Korea said they were upset by remarks by Kurt Campbell, the top U.S. diplomat on East Asian policy, in their meeting Monday at which he urged Japan to address the issue of parental child abduction.
Campbell devoted nearly half of his time at the meeting at the State Department to stressing the importance of the parental child abduction issue, according to Teruaki Masumoto, whose sister Rumiko was abducted by North Korean agents.
The United States and other countries are currently pressing Japan to sign an international treaty on dealing with cases of parental child abductions.
Campbell brought the issue up despite saying it was not related to the abductions of Japanese by North Korean agents in the 1970s and 1980s, Masumoto said.
“I told the U.S. side that the parental child abduction is an issue that should be basically resolved between parents, while the abduction (of Japanese by North Korea) is a state crime and the abductees’ lives are at stake,” he told reporters in Washington.
“We cannot accept” that the two issues were raised at the same time, Masumoto added.
Campbell, assistant secretary of state for East Asian and Pacific affairs, was meeting with a Japanese group comprising family members of abduction victims and a cross-party group of Diet members dealing with the issue.
After Campbell later left the room, his deputy Jim Zumwalt explained to the Japanese side that Washington will continue to take up the abduction issue appropriately, Masumoto said.
If the Japanese pubic believed that Washington was linking the two issues, the relationship of trust that has been built between the two countries could collapse, he said.
“We will urge the United States to firmly understand that the abductions (by North Korea) are a vital matter,” he said.
Takeo Hiranuma, who heads the Diet members’ multiparty caucus, said he has no intention of raising the U.S. response in the meeting as a political issue.
U.S. officials with whom the families of the Japanese abductees and supporting lawmakers met included Robert King, special envoy for North Korean human rights, Glyn Davies, special representative for North Korean policy, and David Cohen, deputy secretary of treasury for terrorism and financial intelligence.
The Japanese group also provided the U.S. government with “convincing information” about David Sneddon, a native of Utah who was possibly abducted by North Korea while in China in 2004.
The group said they plan to meet with U.S. lawmakers from Utah on Tuesday.
Japan will seek Diet passage of a bill to ratify the 1980 Hague Convention on the Civil Aspects of International Child Abduction during the current session through June.
Japan is the only member of the Group of Eight developed countries yet to join the treaty.

Hi Blog. The Japan Times came out with an editorial last Sunday, entitled “Flyjin rather few,” which talked about a recent Tokyo Metropolitan Government survey of NJ in Tokyo, carried out to ascertain how many stayed or left after the disasters of March 2011 and beyond. The survey was trying to see if the “Flyjin” phenomenon really happened, and in doing so, the JT notes, potentially resuscitated the invective of Japanese media and xenophobic pundits branding NJ as deserters.
The JT editorial is a doozy. Not only does it demonstrate that “the vast majority of foreigners in Tokyo stayed right where they were — in Tokyo“, it also castigates the whole thought process behind it:
“The survey did little to focus on what can be done to ensure that all residents of Tokyo be given clear information about conditions and constructive advice about what to do in the event a similar disaster strikes in Tokyo in the near future.”
“The ‘flyjin’ issue, besides being a derogatory term, was always a tempest in a teapot. Surveys that find information to help improve communications are important, but it is the actions that follow that really count. The metropolitan government should prepare a means to give all residents of Tokyo, whatever nationality they are, trustworthy information during emergencies so safe, sensible decisions can be made.”
In other words, the JT was easily able to see through the stupid science (e.g., the singling out of NJ, the small sample size, limiting it to Tokyo residents, the lack of clear aim or rigor in methodology, and ultimately its lack of conclusion: “The survey did little to better understand all Tokyoites’ complicated reactions to the crisis.”)
Why, in these days of seemingly-endless self-sacrifice in Japan, do people have to turn on themselves like this and just make things worse for everyone? Especially themselves? It’s a serious question. So let me pose it. Arudou Debito
Twenty five percent of foreigners living in Tokyo left the country temporarily following the March 11, 2011 disasters, according to a recent Tokyo Metropolitan Government survey.
The survey was conducted between October and November 2011 as part of the metropolitan government’s efforts to re-examine the way information is delivered to foreigners residing in the capital in case of a disaster. It obtained responses from a total of 169 Tokyo-based foreigners.
According to the survey, among those who had briefly returned to their home countries following the disasters, nearly half were foreigners who have lived in Japan for less than three years, hinting at the tendency that the shorter a foreigner had lived in Tokyo, the more likely they were to leave after the disasters.
Among the most common reasons for those who had briefly left Japan were, “Strongly urged by families abroad,” and “Following embassies or employers’ instructions to leave temporarily.”
Meanwhile, 56 percent of the respondents said they did not leave Tokyo following the disasters, while 5 percent had moved to the Kansai area in southern Japan or other places within the country.
In terms of the means foreigners used to collect information related to the disasters, 75 percent said they relied on TV broadcasts, 37 percent used the Internet, and only 7 percent read newspapers at the time.
Among the respondents, 44 percent said they used mobile phones and 28 percent used e-mail as a means to contact relatives and friends immediately after the disasters, though only 51 percent reported the attempt was successful.
Among the free answer section of the survey, some opinions stressed the need for more accurate and faster information services for foreigners, one explicitly pointing at the fact that “A panic was caused at the time due to a lack of accurate information provided to foreigners overseas.”
At the same time, the survey also hinted at the need for information provided in easy Japanese, based on the results that while 76 percent of the respondents said they could understand Japanese, when asked if they could understand the language if simple phrases are used, responses increased to 85 percent.
The survey also showed that 41 percent of the respondents had never experienced earthquakes prior to moving to Japan.

調査は昨年10〜11月、災害時の外国人への情報提供のあり方を検討する資料にするために実施。169人から回答を得た。41%は日本に住むまで地震に遭った経験がなかった。
一時帰国の理由は「母国の家族から強く言われた」「在日大使館や職場からの指示」などが多かった。「国内滞在3年未満」が帰国者のほぼ半数を占め、滞在が短い人ほど東京を離れる傾向があった。56%は震災後も転居や帰国をせず、5%は関西などに引っ越していた。
地震の直後は44%が携帯電話、28%がメールで家族や友人と連絡を取ろうとしたが、「うまく連絡が取れた」と答えたのは51%。震災関連情報は75%がテレビ、37%がインターネットから得ており、新聞は7%にとどまった。自由意見では「海外の外国人に正確な情報が伝わっていないため、パニックが起きた」として、的確で迅速な情報公開を求める声もあった。

‘Exodus’ of disaster-panicked foreigners from post-3.11 Japan doesn’t add up
One year ago — less than two months after the Great East Japan Earthquake and with the Fukushima nuclear crisis in flux — anyone walking the streets of Tokyo might very well have asked that question. With Japan in the teeth of disaster, it seemed as though the country’s foreign population had evaporated, an image reinforced by news footage of gargantuan queues at Narita International Airport check-in counters.
Some 531,000 foreigners left Japan in the four weeks after the March 11, 2011 disaster, according to a Ministry of Justice announcement of April 15 that year. It was mass panic, a rush for the last lifeboats on the Titanic. The expatriate community had left Japan for dead.
Or had they?
Of those 531,000 people who left in the first month, about 302,000 had obtained re-entry permits, suggesting most were at least considering coming back. Furthermore, a look at foreign resident numbers and the job market for foreign talent months after the disaster show that the exodus was in the end more a trickle than a flood, and perhaps only an acceleration of pre-existing trends.
Certainly in the days after the quake, with a nuclear crisis and all its potential horrors brewing at the Fukushima nuclear plant — about 225 kilometers from the heart of Tokyo — the first reaction of many was to get somewhere else in a hurry. Canadian Jason Yu, a senior IT manager at the Tokyo offices of a European investment bank, says more than half his predominantly foreign staff disappeared soon after the disaster.
“We had around 120 (workers), and I’d say about 70 left,” he says. “It was really something, because one day they were there, and then they weren’t.”
According to Yu, amid the hysteric coverage of the nuclear disaster in the Western media and a general sense that the government wasn’t telling the whole story, his firm allowed employees to leave if they didn’t feel safe and return when they were ready. Eventually, of the some 70 who had left — many with families — about 50 returned to their posts. However, “a lot of them moved on” to jobs outside Japan when their contracts ended that summer.
“That was typical,” says Christine Wright, managing director of Hays Specialist Recruitment Japan, a recruiting firm that also does broad research on employment trends. “There was a bit of a knee-jerk reaction,” where lots of people left, if not Japan, then the Kanto area, and then came back.
The rush for the exits was not, however, entirely illusory. Hays Japan saw a wave of openings in the “professional contractors” area, which includes IT and other positions where Japanese language proficiency is not necessarily a requirement. With so many foreigners in certain fields having absconded, Wright says some of Hays’ client firms expressed a preference for Japanese candidates with good English skills, as they were seen as more likely to stay long-term. Furthermore, “a lot of roles that can be (filled) by a non-Japanese speaker have been off-shored” to places like Hong Kong and Singapore, she adds.
So how great was the exodus?
“When you look at the statistics, the losses weren’t all that huge,” Nana Oishi, associate professor of sociology at Tokyo’s Sophia University, told the Mainichi. According to Oishi, the Ministry of Justice — which administers Japan’s immigration system — has not released how many of the half a million-plus foreigners who left Japan from March 12 to April 8, 2011 have returned. However, what the ministry will say is that the total foreign population in the country fell from 2,134,151 in December 2010, to 2,078,480 by December 2011 — a loss of 55,671 people, or just 2.6 percent.
Moreover, the loss was not disproportionately greater than those of preceding years. Japan’s foreign population peaked at 2,217,426 in 2008 — the year of the Lehman Shock — and has been in decline ever since, dropping by 31,305 from the end of 2008 to the end of 2009, and by 51,970 in the same period in 2009-2010.
A closer look at the foreign population by resident status furthermore shows that the decline was far from an across-the-board phenomenon, with some categories even posting significant gains. The number of technical trainees, for example, jumped to 141,994 in December 2011 from 100,008 at the same time the previous year — a 42 percent rise. Permanent residents went from 964,195 to 987,519, up 2.4 percent; investor and business manager visa holders from 10,908 to 11,778, an 8 percent climb; and teacher numbers inched up 0.9 percent, from 10,012 to 10,106.
Even in categories that saw declining numbers, the justice ministry statistics show a pattern of losses predating 3.11 by years. “Specialist in humanities and international services” visa holder numbers peaked in 2009, and have since been drifting downwards by several hundred annually. The number of foreign engineers, which dropped by 8.5 percent to 42,634 between December 2010 and December 2011, had already fallen from a high of 52,273 in 2008 to 46,592 by the end of 2010. Intra-company transferee numbers — those posted to Japan by their firms — have also been declining since 2008.
What’s more, according to justice ministry statistics, the inflow of foreign workers has also been in annual decline since a 2004 peak of about 158,900, dropping to some 52,500 by 2010.
In other words, not all the blame for even the modest drop in the foreign population can be put on disaster panic, as the overall numbers — and those in certain professional categories in particular — had been in decline for some time.
What the earthquake and the nuclear crisis have done, according to Oishi, is accelerate pre-existing trends. First of all, Oishi and Wright point out, off-shoring of back-office and non-Japanese speaking jobs was already in progress when the disaster hit. Furthermore, there was already employee attrition in some sectors for reasons completely divorced from the disaster. As Jason Yu points out, there were already staff cuts and transfers going on at the investment bank where he works before 3.11 because “it was not a good year” financially, “so you can’t say people left just because of the earthquake.”
Even the outflow of foreigners with children, which Yu says accounted for a significant portion of those who left his firm, was not all down to the disasters, according to Oishi.
“When the earthquake happened, that trend accelerated because of the radiation issue,” she says, but she points out that the departure of skilled foreign workers with kids, too, was a pre-existing trend. In a paper published on April 13 in the journal American Behavioral Scientist, Oishi points out that concerns over the quality of Japanese public education and the high cost of international schools — which do not receive government funding — was already pushing skilled foreigners with families out of the country.
The fear and the airport lines in the weeks after the earthquake and meltdowns were real. Over the long term, however, it can be said that there was no “exodus” of foreigners, but rather a smaller-scale reshuffle of certain types of foreign residents that was sped up by 3.11. “You can’t really say the quake chased away skilled workers,” says Oishi.
In fact, asked if the disasters had impacted firms’ drive to internationalize their workforces, Hays’ Christine Wright said, “One year on, no.”
According to Wright, Hays Japan’s business in foreign talent has jumped to “record levels. We’ve got record levels of vacancies, record levels of placements, so our business is performing at the best it’s performed” in the firm’s 11 years in Japan.
Furthermore, Wright says that the initial post-quake preference for Japanese candidates has weakened and “the market for foreign talent in the future … will continue to increase,” with fluent bilinguals and those capable of filling leadership positions particularly in demand.
The image of foreigners streaming out of Japan in March and April 2011 was a strong one. Wright says that she was thanked by Japanese associates for staying, and that her business relationships with some clients even improved when it became clear she would not be absconding.
More than a year on, however, government statistics and employment trends show that the exodus was if not entirely imaginary then at least ephemeral. The reality is, the foreign population remains in the millions, job openings for foreigners and foreigners hoping to fill them remain plentiful, and Japan remains a major destination among the globally mobile. Hi Blog. As Japan switches its economic clout into more “soft power” issues (i.e., selling its culture instead of its hardware; cf. METI’s promotion of “Cool Japan”), we are seeing instances of where Japan’s conceits and “blind spots” (i.e., a lack of cultural sensitivity towards, for example, minorities both in Japanese society and in other societies) have seeped into its output, with imperfect filters in place.
Take for example one of my favorite sites for procrastination and indulging in hilarious writing: Cracked.com. They have a pretty good research staff, and have dug up several instances of Japanese video games (since Japan dominates the industry) that are, as they put it, “politically incorrect” (today’s word for “racist”, since you can still be “politically incorrect” yet use it as a source of, say, humor; but it’s still the same “othering”, racializing, and subordinating process). Here’s the link:
I won’t appropriate the text or the images because it’s better presented there. But we have examples of:
Gay characters in the Sega’s VENDETTA street-fighting game the dry-hump everything as a weapon, and in BARE KNUCKLE 3 that mince about flamingly etc. (these were left in the Japanese version but removed from the overseas versions and in subsequent versions).
Blackface and n*gger-lipped characters in Nintendo’s SQUARE NO TOM SAWYER game (which never got released in the US; wonder why).
GEKISHA BOY, where street-animal African-Americans come in three types: “street pimp, prostitute, and Michael Jackson”.
Sega’s DJ BOY, which features a stereotypical Big Black Mama shooting fireballs out of her anus.
And plenty more. As Cracked.com demonstrates, the Japanese market generally keeps these (and other) stereotypes and conceits alive and well (as if Japan doesn’t need to worry about how they affect public perceptions of minorities in Japan), while for overseas markets things get sanitized (or not, occasioning protests and backpedaling) when Japanese sellers suddenly develop a “sensitivity”.
Some (including Cracked.com) might call it “innocent”. I won’t. Especially when the racist versions are allowed to remain on sale in Japan regardless (“for domestic consumption only“, in that allegedly impenetrable “secret code” that many Japanese seem to think the Japanese language is).

Congratulations to Donald Keene, who was granted Japanese citizenship last month with great media fanfare. At 89 years young and after a lifetime contributing to world scholarship on Japan, he truly deserves it.
Unfortunately, while receiving all the kudos, Keene demonstrated that he had fallen for two of Japan’s media-manufactured myths about non-Japanese (NJ) residents: 1) that they are responsible for a disproportionate amount of crime in Japan, and 2) that they fled Japan (as “flyjin”) in disproportionate numbers due to the Tohoku disasters.
Very funny. You know a public discourse has become hegemonic when you can joke about it. But when you have an iconic (former) NJ promoting falsehoods about NJ, we need to put them to rest.
First, about foreign crime: As has been discussed in these pages before (Zeit Gist, Feb. 20, 2007, Oct. 7, 2003, and Oct. 4, 2002), the National Police Agency has performed all kinds of statistical magic to inflate NJ crime figures. Hence the rise of foreign crime over the past decade has been, to put it mildly, disproportionately reported in both scope and degree. As always, 99 percent of crime in Japan is committed by Japanese.
Even more so now. According to the most recent NPA figures (www.npa.go.jp/sosikihanzai/kokusaisousa/kokusai/H23_Z_RAINICHI_ZANTEI.pdf), foreign crime has dropped every year without pause since its peak in 2005. In fact, by more than half — so precipitously that the NPA includes crime numbers from 1982 (when there were far fewer NJ here anyway) to depict some kind of comparative rise.
Last year was no different, with crime falling by double-digit percentages in every major category, to below levels last seen in 1993! This matters because Tokyo Gov. Shintaro Ishihara infamously predicted in 2000 that in the event of a natural disaster (and 2011 had at least two), “bad foreigners” would riot and need rounding up by the Self-Defense Forces.
Clearly none of that happened. Yet the public discourse of NJ as criminal, as promoted by grumpy (or acidulously jokey) geriatrics, hasn’t changed.
Now let’s look at the renewed flyjin discourse, since Keene’s self-promotion as a paragon of virtue now threatens to similarly tar NJ as deserters.
I have talked about flyjin before (Just Be Cause, May 3, 2011), essentially arguing, “So what if NJ left? It’s not as if they were made to feel welcome and a part of Japan.”
But now that last year’s statistics are in we need an update — because it’s clear the whole flyjin phenomenon was a myth.
According to the Ministry of Justice (www.moj.go.jp/content/000094842.pdf), the NJ population registered with the government (so as to leave out NJ tourists, who must depart within three months anyway) dropped for the third straight year in 2011, by 55,671 souls, or 2.6 percent. This is little different than 2010’s drop of 51,970, or 2.4 percent — meaning this is an ongoing trend little changed by the disasters.
Moreover, look at the largest drop in terms of nationality: Brazilians, falling by nearly 9 percent, for more than a third of the total. Where are Brazilians clustered? Around Nagoya, nowhere near the disaster areas.
The point is, NJ migration (in a science riddled with caveats and complications) was happening anyway for two reasons unrelated to Tohoku: 1) because NJ are the first downsized whenever our labor market goes sour, and 2) because it is standard operating practice within Japan’s visa regimes to boot out unwanted NJ workers (JBC, March 6, 2012, and April 7, 2009).
Moreover, if this column does what the Japanese media steadfastly refuses to do (that is, compare Japanese with NJ numbers), we can see that according to the government Statistics Bureau (www.stat.go.jp/data/jinsui/pdf/201203.pdf), the numbers of “Japanese flyjin” last year (that is, those who actually left the country, as opposed to the indubitably higher numbers who moved away from the danger zones domestically) also increased: A net 24,889 Japanese left Japan in March and April 2011 alone.
The hypocrisy is palpable. And from what I have seen, the Thai media did not bash either the Japanese fleers or the Thai temps as deserters.
The point is, Keene has made his life one of careful, disciplined research, and he should have tapped this wealth of knowledge and reactivated his critical faculties before shooting off his mouth like this.
Don’t get me wrong, this is not to impugn Keene’s life choices — he can live where he likes and take out whatever citizenship he desires. But he should not be denigrating other people’s complex and personal life decisions (many made with careers to consider and families in tow) based upon flawed paradigms about NJ — paradigms fabricated by a sensationalist media and grounded in a discourse of prejudice and hypocrisy.
If he does, he should be called out on it like anyone else. And in that spirit, let’s consider a few inconsistencies:
Keene has said that he wants to live out his remaining years in Japan out of respect to the “resilient spirit of the Japanese people in a traumatic situation.” However, Kyodo reported on March 9 that this move was “partly because travel (between his homes in America and Japan) had become physically demanding.” At his advanced age, that’s understandable. But why so much public self-hugging for naturalizing?
Moreover, what sort of support in “solidarity” for the Tohoku victims will Keene be involved in? The Yomiuri on March 9 notes that this month he’s traveling by ship to India and Africa for vacation. As soon as he gets back, he said, “I’ll continue to work more diligently in a suitably Japanese way. I also want to contribute to areas affected by the disaster.”
Like how? Collecting and driving supplies up to Fukushima? Volunteering to help out at gymnasiums sheltering displaced people? Organizing international fund drives? Moving rubble around, as so many NJ residents who did not “flee Japan” have already done?
Here’s one thing Keene could do: Publicly retract his denigrating statements with apologies, and acknowledge the good that NJ have done for Japan all along — working here for decades, paying taxes, raising families, and living lives that fly in the face of the hegemonic yet unquestioned discourse that “NJ disrupt Japanese society.”
People who rise to mythical status should not perpetuate myths themselves. For someone who’s spent his life helping the outside world understand Japan, it’s ignominious indeed that Keene would now do the opposite for outsiders in Japan.

Hi Blog. This week I gave a couple of presentations on my campus, one that I will share with everyone:
It’s about the whole “Flyjin” phenomenon, where the Japanese media was outright accusing NJ of deserting their posts and fleeing Japan. I’ve already written a column on this for the Japan Times (where I argued that if true, so what? It’s not as if NJ have been made to feel welcome or settled in Japan). But this time, now that the data is in, I argue that the phenomenon was a myth to begin with. Statistics show that a) NJ populations dropped most in ethnic groups (the Brazilians) that are not clustered around Touhoku to begin with, and b) the accusations in the Shuukanshi that NJ criminals were banding together to commit crime were false, as NJ crime dropped even further in 2011 (to levels not seen since 1993 — NPA crime statistics have to go as far back now as 1982 now to somehow depict a “rise”). Also discussed are the unexamined hypocrisies of Ishihara scaring the public in 2000 about the probability of “foreigner riots” during a natural disaster (which never happened; the bigot still got re-elected a month after the disasters anyway), and the Japanese fleeing Bangkok during the flooding last October (taking their Thai workers with them; on special temporary visas of course). And other important information that got drowned out in the NJ blame game/scapegoating (such as other issues of discrimination, including hotel refusals of Japanese “flyjin” fleeing Touhoku, and more accurate facts from the ground).
Submitter JK comments: “I would say this is good news, so long as the leadership of these 28 firms don’t conduct themselves like Olympus. The companies cited (i.e. Fast Retailing and Aeon) seem to ‘get it’…for these two cases, would you say that, ‘Don’t work for a Japanese company as an NJ and expect equality and upward mobility’ is still applicable?”

Some 23 percent of Japan’s top 122 companies are considering employing more foreigners starting from next year, citing plans for overseas expansion as their main incentive, a Mainichi survey has revealed.
Sixty-two companies, some 50.8 percent of all firms surveyed, further answered that they are likely to hire more foreign employees in the next 10 years as well.
Conversely, 45 companies, or 36.9 percent, answered that their foreign employee numbers will remain unchanged. There were no firms that plan to decrease foreign employment from current figures.
The survey, conducted between mid-November and mid-December 2011, sought responses from top executives of leading firms including Fast Retailing Co., Aeon Co., Dai Nippon Printing Co., and Hitachi Ltd.
A strong inclination for hiring foreign employees was observed mainly among companies with overseas expansion ambitions. Fast Retailing Co., the owner of casual wear chain Uniqlo, stated “more overseas shops” as the main reason for the increase, while Aeon Co., another retail giant, cited the necessity of increasing employees from other Asian countries due to the company’s plans for further expansion on the continent.
Meanwhile, companies judged economic prospects in Japan as either declining or about the same as last year. Nearly 90 percent of all companies expressed concern over the rising yen as their prime economic anxiety.
Asked to assess current economic conditions, 66 firms (54.1 percent) answered they had remained unchanged — a sharp increase from the total of 44 firms (37 percent), which gave the same answer in last year’s July-August survey.
There were no companies that judged current economic conditions as “improved” and only 34 firms (27.9 percent) answered that the economy is gradually improving. The figures were higher during last year’s survey, when a total of 62 companies (52.1 percent) said the economy was improving.
Meanwhile, 21 companies (17.2 percent) judged current economic conditions as either “deteriorating” or “gradually deteriorating,” yet another sharp increase from last year’s 13 companies (10.9 percent) that said so in the 2011 survey.
Europe’s ongoing debt crisis, the yen’s appreciation, and the influence of Thailand’s floods are believed to be some of the reasons behind companies’ worsened economic outlook.
The survey also found that nearly half of all companies (59 firms, or 48.4 percent) believe the economy will stay unchanged in the near future, while 43 firms (35.2 percent) said they expect it will improve.
Furthermore, when asked what the future held for Japan’s employment system, 36 companies answered that they foresee an increase in mid-career recruitment ten years from now, while 20 firms chose “enforcement of merit-based salary” among the provided multiple-choice suggestions.

Hi Blog. On what looks to be the end game regarding Japan signing the Hague Treaty on International Child Abductions, here’s a quickie article saying Japan’s probably gonna do it.
TOKYO — Japan’s government on Friday approved a bill to join a pact on settling cross-border child custody rows, opening the way for its adoption after years of foreign pressure. The cabinet approved the bill that would mean Japan signing the 1980 Hague Convention. It would extend custody rights to non-Japanese parents whose children are moved to Japan by their former spouse. The bill is now set to be debated in parliament. Japan is the only major industrial nation that has not signed the treaty and has been pressured in recent years by the United States and other countries to do so. Japanese courts almost never grant custody to foreign parents, particularly fathers, when international marriages break up. ENDS
In an outline of procedures for the Hague Convention on international child-custody disputes, a government panel has proposed allowing court officials to forcibly remove a child from a Japanese parent to return him or her to the country of habitual residence.
In its draft proposal on Jan. 23, a subcommittee of the Legislative Council, an advisory panel to the justice minister, also said the child will not have to be returned if he or she may face violence from the parent back in the other country.
Japan has been under pressure to join the Hague Convention on the Civil Aspects of International Child Abduction, which is designed mainly to deal with cross-border “abductions” by parents following broken international marriages.
The government plans to draw up a bill for domestic procedures based on the panel’s proposal and seek Diet approval during the ordinary session that opened on Jan. 24.
The United States and European countries have been pressing Japan to join the Hague Convention. Passage of the bill will pave the way for Japan’s accession.
But it is still unclear whether the bill will pass the Diet because some lawmakers, both in the ruling and opposition parties, are opposed and the government has other priority legislation, such as the consumption tax hike.
The convention stipulates that it is not necessary to return a child if there is a significant risk that the child will suffer damage physically and/or mentally.
The subcommittee proposed that factors, such as the risk that the child will face violence back in the country of habitual residence and a situation in which it is difficult for the parents to take custody of the child, be considered.
Specific cases cited include: the parent demanding custody of the child commits acts of violence against the other parent in front of the child; the parent in a foreign country is addicted to drugs or alcohol; and the Japanese parent who returns with the child may be arrested.
A family court, in Tokyo or Osaka, will be responsible for deciding whether a child will have to be returned. Hearings will be held behind closed doors.
If a Japanese parent refuses the decision to return the child to the country of habitual residence, the court will order him or her to make a monetary payment. If the parent refuses to comply, the court will seize his or her property.
If the parent refuses to hand over the child for two weeks, court execution officers may forcibly remove the child from the parent.
The execution officers will be authorized to persuade parents to obey the court order and search for children. If they encounter resistance from parents, they can ask for support from the police.
These procedures will only cover cases that occur after Japan joins the Hague Convention and will not apply retroactively.
The Justice Ministry estimates that Japan will handle several dozen cases a year.
“I am afraid that children might be returned unconditionally unless detailed standards are established, including consideration of psychological violence,” Michiko Kanazumi, a lawyer familiar with domestic violence cases, said.
Kanazumi also said experts will have to be present when execution officers remove the child from the parent.
“When they suddenly try to remove the child, he or she will cry and resist,” she said.

Hi Blog. Good news. Congratulations to The Don for getting his Japanese citizenship, and on what looks to be an expedited schedule (of only four months, according to the Yomiuri below. Of course; the guy is in his ninetieth year!) I think it’s good that an old man can realize his twilight dreams, and take advantage of opportunities that he has clearly earned as a contributor to Japan in the world.
Quoth Donald in the above press conference: 「日本人として犯罪を起こさないことを誓います」(As a Japanese, I swear not to commit any crimes.)
That said, I don’t believe that gives him license to continuously bad-mouth other NJ, whom he yet again essentially accuses of desertion, according to the Asahi article trumpeting the news of his successful application below (translation mine):
“…[Keene] received Japanese Permanent Residency, but after the Great East Japan Earthquake, knowing about the large numbers of foreigners that distanced themselves from Japan, he said, ‘I came to Japan, where I will always stay. I believe in Japan, is what I wanted to broadcast.'”
And it shows a remarkable naiveté regarding Japan and life in general, since will you never have to face a life in Japan as a non-elite NJ laborer in Japan; moreover, as I’ve said before, as a nonagenarian you won’t be around for any denouement. Just shut up and take your kudos with grace, already, without denigrating others. Do something to lose that “mean-old-man” stink you’re repeatedly and needlessly airing in public. Arudou Debito

Keene becomes Japanese citizen

Donald Keene speaks to The Yomiuri Shimbun in Tokyo on Thursday morning after learning he has been granted Japanese citizenship.
Donald Keene, a prominent scholar of Japanese literature and culture, has been granted Japanese citizenship, the Justice Ministry announced in a government gazette issued Thursday.
Keene, 89, decided to permanently live in Japan following the Great East Japan Earthquake.
A professor emeritus at Columbia University, Keene studied Japanese literature and culture after serving as an interpreter for U.S. forces during the Pacific War.
Regarded as an authority in the field, he received the Order of Culture in 2008.
He expressed his intention to obtain Japanese citizenship after the March 11 disaster.
“I love Japan,” Keene said, while explaining his decision to move to Japan at a press conference following his last lecture at Columbia University. He now lives in Tokyo.

Keene expresses gratitude
Keene expressed his joy over the news that he has been granted the Japanese citizenship in an exclusive interview with The Yomiuri Shimbun at his home in Tokyo on Thursday.
“I’m so glad to finally be able to become Japanese,” a smiling Keene said.
“If my decision encourages the Japanese people, it’s a great joy.”
Keene was informed of the decision by phone by a Justice Ministry official on Thursday morning. He said he expressed his appreciation to the official, repeatedly saying, “Thank you.”
Right after the March 11 disaster, Keene saw the stoic suffering of people in the Tohoku region on TV.
Worried over the news that an increasing number of foreigners were leaving the country, Keene made up his mind to permanently live in Japan. “I wanted to endure the hardships with the Japanese, who had taken good care of me, at a difficult time like this,” he said.
Keene applied for Japanese citizenship in November last year.
He wondered how long it would take to obtain citizenship, but officials only told him it would take some time. He sometimes expressed his anxiety to people around him, saying, “As I’m already 89 years old, I don’t have much time left.”
In the end, he obtained his citizenship in only about four months.
“Donald Keene” became his pen name, and his Japanese name is now Kiin Donarudo.
Starting next month, he will travel by ship to India and Africa for vacation.
“[After returning to Japan], I’ll continue to work more diligently in a suitably Japanese way. I also want to contribute to areas affected by the disaster,” he said with a smile.
TOKYO (Kyodo) — The number of crimes by foreigners uncovered by police across Japan in 2011 dropped 12.7 percent from a year earlier to 17,286, a preliminary National Police Agency survey showed Thursday.
The number of foreign nationals the police questioned, arrested and sent papers on to prosecutors last year also fell 15.2 percent from 2010 to 10,061. Both numbers have been on a declining trend after peaking in 2005, according to the survey.
Foreigners with permanent residence status are not included in the data.
Among the crimes committed by foreigners, the number of fake marriage cases soared 26.1 percent in 2011 to 193, with the number of foreign nationals investigated by police in those cases also rising 17.6 percent to 554.
Police have been clamping down on bogus marriages, believing they are creating the infrastructure for a host of other criminal activities, the survey said.
Of the total number of crimes committed by foreigners, violations of the Penal Code in 2011 dipped 10.2 percent from the previous year to 12,590, while infringements of the Immigration Control and Refugee Recognition Act and other laws declined 18.8 percent to 4,696.
By country of origin, China topped the list with Japanese police taking action against 4,012 Chinese nationals, accounting for 39.9 percent of the total, followed by South Korea and the Philippines.
The number of foreign suspects who fled overseas in 2011 slipped 4.0 percent to 677, according to the survey.
3) They ignore it completely. Foreigners can only ever be news if they’re criminals.
To support this last assertion, look how the above article was featured in the Mainichi online only in English, as a copy of a Kyodo wire. And doing a Google news search in Japanese, (search terms gaikokujin hanzai and the newspaper title), I could not find a similar article on this news on the Mainichi, Asahi, Yomiuri, or Sankei Shimbun sites (search as of February 23, 2012):
Instead, you get Japanese sites, for example Zakzak News below, concurrently and ironically talking about how dangerous Japanese society has become due to foreign crime (despite it going down), and saying how having a “kokumin bangou” to identify all citizens by number is now indispensable (since, as Zakzak says below, foreigners now speak Japanese!!). Fine, have that conversation if you want, but don’t blame it on foreign crime.
This perpetual criminalization of foreigners in Japan is nothing short of hate speech. On an official scale. And you get a regular fit of it twice a year regardless of what NJ residents do (or don’t do). Arudou Debito

Hi Blog. Here we have some naked xenophobia and related intolerance in interpersonal internet auctions. I have heard of numerous cases like these on Japanese internet outlets, where sellers simply refuse to sell to somebody with money if the buyer happens to be bearing money while foreign (and nothing would come of it from moderators). But here’s a report of what one person, Jeff Smith, decided to do about it. As he says, auction forums in Japan need to step up with rules to honor bona fide transactions, because that’s the entire point of money as a means of transaction — it is not foreign currency even if the buyer is foreign. Yahoo Auctioneer Denies Foreign Bidders Documented by Jeff Smith (Osaka, Japan) February 15th, 2012
Something I came upon last night while looking for guitars on Yahoo Auctions, Japan. This individual ignoramus had the nerve to actually write in his or her auction that foreigners would be denied the right to buy said item once found to be foreign, NJ or otherwise:
“Winners please be aware of the message I send upon auction close. I will not accept new bidders who do not reply, or people with bad manners. New bidders are to respond within 48 hours, and those that do so will be allowed to pay for the item. In addition, due to troubles that have occurred, I am not accepting any foreign bidders with a score under 30 rating. [This was actually changed this morning, Feb. 15, 2012: originally it said I will accept NO FOREIGN WINNERS, period.] If I find that the winner is a foreigner after the auction ends, I shall void the auction at my convenience.”
Amazed that this person could even have the gall to write in such a manner, I contacted the seller with a message as follows:
こんばんは。外国人とのトラブルがあったことは残念ですが、一切取り引きをしないと書かれるのが相当偏見で厳しい考えだと思います。
真面目なひともいますし、日本人でもトラブルを起こします。僕はそういう経験がありますが、日本人全員のせいにはしません。これからいい落札者が出現できるように。
English translation: Good evening. It’s a shame that you have claimed to have had some trouble with foreigners, but to say that you will do no business with them is prejudicial thinking on your part. There are people on this auction who are serious, and Japanese people have caused trouble on auctions as well. I myself have had problems, and have not blamed all Japanese people for it. I hope you find a good bidder.
The auctioneer quickly replied with the following:
残念ながら言葉の通じないかたや、意志疎通のでないかたが多いので取引しないことにしています。
English: “Because of lack of comprehension and inability to effectively communicate intentions on the part of the winners, I have decided not to do business with foreigners.” (意志疎通: ishisottsu; means this ability to communicate thoughts or intentions smoothly)
English: “If you (or someone else) doesn’t like it, just don’t bid, please. Also, please don’t put comments like this (actually these, because いちいち(ichi-ichi) in Japanese implies a nagging complaint, therefore someone else called this person out.) This person’s Japanese language ability isn’t all that great, either.
I reported this person to Yahoo Auction under 詐欺 (sagi:fraud), and possible trouble (トラブル可能性) which if you think about it, it is if someone is to deny someone their rights to buy an item if they are found to be foreign! The ridiculous comments from this person, such as the “inability to communicate intentions” just goes to show how xenophobes and racists use these lame excuses to cover up how they dropped the idiomatic “ball” and had bad experiences. Still, Yahoo Auction needs to have a clearer stance on their guidelines as to not tolerating this kind of behavior.
Be on the lookout for these types of idiots who think they can run auctions with impunity: don’t be afraid to call people out on it!
Pity. There is significantly less media about the regular lawful contributions NJ make to Japanese society. But I guess a book about someone who does his or her day job, brings home the paycheck to put food on the table, spends the weekends playing with the kids, pays taxes on time, and takes on neighborhood association duties, isn’t fodder for selling scads of sensationalism. The myth that Japan is a homogenous society lost its veracity long ago. With the growth of globalization, the sight of foreigners living and working in Japan is certainly no longer a rare occurrence.
However, how much do we know about the real lives of Japan’s foreigners?
This is the question that Kota Ishii, a spirited non-fiction writer, raises in his new book, “Nippon ikoku kiko — zainichi gaikokujin no kane, seiai, shi” (Journey through foreign Japan: The money, love, sex and death of foreigners in Japan).
“What happens with the bodies of foreigners if they die in Japan?”; “A Mie Prefecture island: A haven for foreign prostitution?”; “A South Korean church helping Japanese homeless — what is its real aim?” These are just a few examples of what Ishii tackles in his latest work.
Ishii, who has published several books on prostitution, slums and underground businesses in Asia, sheds light this time on different foreign communities in Japan.
The book introduces a South Korean who has conquered the Japanese sex industry by undercutting prices; an Israeli man with an expired visa who pays a Japanese woman to marry him to obtain Japanese nationality; Chinese who flee from the country after obtaining citizenship, and many other examples that portray the reality of “underground” foreign communities in Japan.
Because there are so many fake marriages initiated by foreigners in Japan, some international matchmaking companies even provide compensation to victims, Ishii writes.
The writer further introduces readers to a recent phenomenon among foreigners in Japan: jumping occupations.
Pakistanis opening Indian restaurants is one example from this trend, Ishii writes. Many construction company or factory employees who have lost their jobs are pushed into alternative businesses, the writer explains.
Even while he cuts deeply into the lives of Japan’s foreigners, lending a critical eye to their doings, Ishii manages to portray the people who fight hard to survive in a foreign land with compassion.
“Nippon ikoku kiko — zainichi gaikokujin no kane, seiai, shi” went on sale in January.

Hi Blog. In line with the current theme of the GOJ targeting NJ, here’s some idea of just how ignorant Japanese are of what happens to foreigners in Japan, e.g., Gaijin Card Checks. Submitted as a comment in November 2010 by Marius, it deserves resurrecting as a separate blog entry today:
The show mentions the requirement for foreigners in Arizona to carry ID 24/7, and how they could be arrested for not doing so. We get gasps all around at how “kibishii” this is.
COMMENT: I find this amusing, less because the ditzy Japanese panelists don’t seem to realize that once outside of Japan THEY become foreigners, more because nobody there seems to realize (or, for the purposes of balance in this admittedly short segment, have it pointed out) that this practice of random search with criminal penalties is already standard procedure in Japan. NJ have been profiled this way for at least two generations now, regardless of whether or not they’re tourists!
Lack of public awareness of this issue is part of the problem, and it enables the Japanese police, as we have seen on Debito.org, to feel like they can take liberties with their law enforcement as soon as a foreigner is involved. “Do unto others…” should also entail that regular Japanese folk consider what might happen to them if THEY were foreigners (but as this show demonstrates, for many that is simply pin to konai). Hi Blog. What follows in my view is clearly a hate crime. It is reportedly a random singling out of a NJ by a group of four J youths who beat him senseless — even dropped a bicycle on his head, smashing his skull on the pavement. Fortunately (after a chase), they have all been arrested, no doubt after the security camera footage (below) made any plausible deniability of the event impossible. (In statements to the police, according to the Japanese media below, one assailant even insinuated that he couldn’t believe he had actually killed a foreigner. Come again? That’s the ultimate in kubetsu plus denial.) Story follows, then a quick comment from me:

The Japan Times, Wednesday, Jan. 18, 2012 Man beaten to death on Osaka street
Osaka (Kyodo) — A Nepalese man died Monday after being assaulted on a street in Osaka early Monday by two men and two women, police said Tuesday.
Bishnu Prasad Dhamala, 42, died at a hospital after being attacked in Abeno Ward.
The police said they arrested Hiroki Shiraishi, 21, a tattoo artist, and his acquaintance, Miyoko Shiraishi, 22, at the scene after receiving a report about the assault.
The police are looking into the whereabouts of the other two assailants.
The four and Dhamala are not believed to be acquainted and the police are trying to identify the cause of the incident.
Dhamala came to Japan about 10 years ago and had been working at a restaurant in the city, according to the police.
Therefore people should be careful of being the target of basic covetousness, wanton prejudice and scapegoating, or even just random hatred. After all, Japan has no effective laws to punish the last two (see here and here) if you have the misfortune to be existing while foreign here. Arudou Debito
Here’s JBC’s fourth annual roundup of the top 10 human rights events that affected Japan’s non-Japanese (NJ) residents last year. Ranked in ascending order of impact:
Kim’s demise may not silence the alarmists (China will still be seen as a threat, especially now; more below), but even a tamping down of the standard foaming-at-the-mouth invective was impossible while “Dear Leader” was still around.
The Karina Garcia case brought further attention to Japan’s insane system of child custody (see Zeit Gists, Aug. 9, 2011; Sept. 21 andSept. 28, 2010; Jan. 26 , and Feb. 2, 2010; and Just Be Cause Oct. 6, 2009), and made it clear to Japanese abductors that outstanding arrest warrants will be enforced.
That an international company would immediately invoke culture to defend their criminality is testament to so much of what is wrong with Japanese corporations. But also consider the plight of NJ employees like Woodford, promised during the bubble years that fluency in Japanese, hard work, sacrifice and company loyalty would bring opportunities. Decades later, it turns out their contributions matter not one whit if they ever speak up with integrity; in the end, they’re just another gaijin out on their ear. “Tradition,” indeed.
As it is unlikely this scandal will lead to any cleanup of Japan’s tribal (and consequently corrupt) corporate culture, the unfortunate lesson is: Don’t work for a Japanese company as an NJ and expect equality and upward mobility.
This horrific event confirmed, along with the suspiciously unsolved deaths of Scott Kang and Matthew Lacey (ZG, Sep. 6), that foreigners’ lives are essentially held in low regard by Japan’s police forces (ZG, March 24, 2009) and media (in contrast to the hue and cry when a Japanese is murdered overseas, or by a foreigner in Japan). The point is, once Japan’s unaccountable police get their hands on you, your very life is potentially in jeopardy.
6. Oita denial of benefits overturned
In 2008, Oita Prefecture heartlessly rejected a welfare application from a 78-year-old Chinese (a permanent resident born in Japan) because she is somehow still a foreigner. Then, in a shocking ruling on the case two years later, the Oita District Court decreed that NJ are not automatically eligible for social welfare. Finally, in November, this stubborn NJ, in her 80th year, won a reversal at the Fukuoka High Court — on the grounds that international law and treaty created obligations for “refugees (sic) (to be accorded) treatment at least as favorable as that accorded to their nationals.”
Bravo for this NJ for staying alive long enough to prize her case away from xenophobic local bureaucrats and set congruent legal precedents for all NJ.
5. Japan as No. 3
2011 was the year that China’s GDP conclusively rose to second place behind the United States’, meaning Japan had to deal with no longer being the largest, richest and apparently most attractive economy in Asia. Marginalization sank in: More NJ studying Mandarin than Japanese, world media moving offices to Beijing, rich Chinese starting to outspend Japanese worldwide, and the realization that a recessionary/deflationary spiral for two (yes, now two) full decades had enabled others to catch up, if not surpass Japan.
It was time for a rethink, now that Japan’s mercantilist economy, largely intolerant of any standards but its own, was being seen as an untenable modern Galapagos. But fresh ideas from long-ignored resident NJ weren’t forthcoming. For they seemed to be leaving.
Brazilians, once the workhorses of Japan’s most competitive exporters, fell the most in raw numbers (more than 16 percent), while Chinese, already the largest NJ contingent in Japan, still managed to grow a smidge. But that was before the events of last March . . .
3, 2, 1. The Fukushima nuclear disaster
A no-brainer, this. The chain reactions set in motion on March 11 illuminated so many things that are wrong with Japan’s current system.
Let’s start with the obvious examples: The unwillingness of TEPCO to come clean with their data, of politicians to forsake petty political games of interference, and of administrators to give proper guidance to people in danger- all of this devastated public faith and trust.
Then the abdication of accountability of people supposedly in charge reached new heights as irradiated land and water spread (e.g., Tepco claimed in court (Aera, Nov. 24) that it no longer “owned” the radiation, and was therefore not liable for decontamination).
Then we get to the outright nastiness and hypocrisy of Japan’s media (and the self-hating gaijin toadies) who accused NJ residents (aka “flyjin”) of deserting their work stations ( JBC, May 3). Never mind that under the same conditions Japanese do the same thing (even encourage others to do so; remember, Japan imported Thai workers during Bangkok’s floods), and that NJ contributions before and during the Tohoku disasters were insufficiently reported and praised.
Meanwhile, the muzzling of investigative journalism, independent academic research and credible criticism outside of official channels further disempowers the public of their right to know.
Conclusion: Generations under Japan’s control-freak “nanny state” have accustomed people to being told what to do. Yet now the public has been deserted, with neither reliable instructions nor the organization to demand them.
Nothing, short of a major revolution in critical thinking and public action (this time — for the first time — from the bottom up), will change Japan’s destructive system of administration by unaccountable elites.

2011 was the year the world realized Japan has peaked. Its aging and increasingly-conservative public is trapped in a downward spiral of economic stagnation and inept governance. It is further burdened by an ingrained mistrust of the outsider ( JBC, Oct. 7, 2008) as well as by blind faith in a mythology of uniqueness, powerlessness as a virtue, and perpetual victimhood.
Japan has lost its attractiveness as a place for newcomers to live and settle, since they may be outright blamed for Japan’s troubles, if not ostracized for daring to fix them. Now, thanks to the continuous slow-burn disaster of Fukushima, anyone (who bothers to listen anymore) can now hear the doors of Japan’s historically cyclical insularity slowly creaking shut.
in THERMAE ROMAE, and thought that it was a bit rich to cast a Japanese guy as an Italian, considering the outcry in Japan when a Chinese actress starred in the film adaptation of MEMOIRS OF A GEISHA, the showing of which was even banned by some theaters in Japan on that basis!
It’s a double standard, and the apologists are all over it already. The very fact that the producers can’t find a European looking, Japanese speaking actor for the part (who is well known enough in Japan to pull in a crowd), is a direct result of Japan’s insularity.
COMMENT: To head those apologists off at the pass: There is indeed a long history in Hollywood to cast Asians fungibly — Chinese cast as Japanese in WWII propagandistic movies, some quite odd ethnic Japanese cast as “real” Japanese or even other Orientals (e.g., Mako, Gedde Watanabe), etc., etc., and that’s before we get to the outright racial stereotyping done in period-piece embarrassments such as Mickey Rooney’s Mr Yunioshi in BREAKFAST AT TIFFANY’S. Doesn’t take much to dig up the same phenomenon anywhere in world cinema.
But this is becoming unforgivable in this time of greater globalization, migration, immigration, and general ability to research, travel, and understand different people. People in the media should be trying harder. And they certainly are not in the THERMAE example. Nor were they in SPACE BATTLESHIP YAMATO (2010) — the live-adaptation of the manga and anime starring Kimura Takuya, in which the whole human galaxy is exclusively Japanese! (according to the IMDB full cast list) Even the STAR TREK crew casting did a bit better than that way back in the mid-1960’s! (Incidentally, I love how again-fungible-Asian Mr. Sulu is translated into “Mr. Katou” for the Japanese audience… But I digress. Then again, at least the cast is diverse enough to allow for that.)
I’m no doubt opening a can of worms (I can hardly wait until someone brings up the deliberate cultural insensitivities of BORAT…), but let’s end the year on a relatively frivolous note, since 2011 was probably the worst year on record for Japan and its residents in my lifetime. More on that in my upcoming Japan Times JUST BE CAUSE column, out on Tuesday, January 3, 2012.

In the text of this volume, Edward Seidensticker gives an interpretation of Japan based on more than 13 years of residence in the country, where he won a reputation as a sensitive intepreter of the Japanese people and as an incisive commentator on the contemporary scene. His knowledge of the country dates from 1945, when he served for a time as a Marine officer with the U.S. Occupation Forces. Mr. Seidensticker, who was born in Colorado, returned to Tokyo in 1948 for two years’ service with the Department of State and then did graduate work at the University of Tokyo. A noted translator of Japanese literature, he contibutes to general and scholarly publications in the United States and Europe. He is now a professor of Japanese literature at Stanford University.

Okay, time out. After I read this, I blinked and said, “Only 13 years in Japan and he gets this much credibility? What’s with that?” The Table of Contents offered me little solace (The Crowded Country, The Heritage of a Long Isolation, Storm and Calm in Politics, A Resilient and Growing Economy, Upheavals in Family and Society, Traces of Spirit, Diversions Borrowed and Preserved, The Tolerant Believers, Powerful Molders of Young Minds, and A Nation in the Balance), all broad strokes all in a slim volume of only about 150 pages including voluminous photos.
But let me type in the concluding chapter. Let’s see what you think about Seidensticker’s insights then and consider how much has or has not changed, both on the ground and in overseas discourse on Japan, fifty years later. My comments follow.

Chapter 10, A Nation in the Balance, pp. 145-151 By Edward Seidensticker
There is an imaginary border line skirting the ridges of Tokyo, which thrust eastward towards the bay like fingers. In the days when the city’s predecessor, Edo, was a fishing village, the ridges came down to the water’s edge. The shogunate later filled in the shallow fringes of the bay to provide a mercantile center for the city and a place for the merchants to live. The line between the eastern “downtown'” of the flats and the western “uptown” of the ridges therefore became the line between the easygoing, slangy, pleasure-loving townsmen and the austere members of the warrior class. Today it may be taken to symbolize the political division of the country. East of the line, in the flats, is the world of the Japanese who works hard, does not trouble himself much with transcendental thoughts and loves to have a festival now and then. Although he may not be deliriously happy with things as they are, he generally accepts them. In the hills to the west is the world of the professional and white-collar classes, of commuter trains, drab middle-class housing, the huge Iwanami Publishing Company and the influential and somewhat highbrow newspapers. Suspicious of the West and wishful, if at the moment confused, about the Communist bloc, this is the articulate half of the country, and it can be generally relied on for opposition to suggestions for an expansion of the American alliance. It is not from the poor low-lying districts east of the imaginary line but rather from the hilly white-collar districts to the west that Communists are elected to the Tokyo City Council.
Badly divided, with one half willing to accept fundamental principles that the other half wants only to ignore, Japan as yet finds it difficult to come forward as a nation and answer the question that is put to it: Which side is it on?
The Japanese should not be pushed for an answer, but they may not be ignored. They have accomplished too much during the last century and particularly the last two decades, and their position in the world is too important Until a few years ago, Japan’s economic stability was heavily dependent on the American economy. Today the dependence has been so reduced that some economist think Japan could weather a fairly severe American recession, though not a full-scale depression. If the resourcefulness of the Japanese stays with them, even the rising monster across the China Sea need not be as threatening a competitor as one might think it.

The Japanese economy is one of the half dozen most powerful in the world. Any transfer of such an economy to the other side in the cold war would be an event of tremendous moment. By tipping a delicate balance in Asia, it could, indeed, be the jolt that would send the whole precarious complex of world politics crashing into disaster.
Of all the great industrialized peoples of the world, the Japanese are the least committed, and so perhaps among those most strategically placed for administering that final push. It could be argued that France, with its own kind of polarization and its disaffected intellectuals, in an equally good position; but when the French underwent a crisis in 1958, they turned to help not to a Marxist but to a conservative and a Roman Catholic, General de Gaulle, and so back to the very sources of the western tradition. A shift to the other side would be for them a shattering revolution.

In the middle years of the 1960s, the Japanese, industriously building, and even occasionally hinting that they might like to assist the U.S. foreign-aid program, gave a surface impression of having allowed old uncertainties to recede into the background. Certainly the country leans to the West at present; yet only a relatively few observers would make the definite assertion that it would be impossible for Japan to shift to the other side. A few more years of prosperity, of Red Chinese truculence and of freedom from rankling incidents in relations with the United States might see the old uncertainties buried forever. The future, will tell, and it may be significant that the Left was unable in 1964 to make visits of American nuclear submarines to Japan into the issue that had been made over revising the Security Treaty with the United States in 1960. For the present, the wise ally ought still to be aware of a certain suspicion of U.S. motives on the part of some Japanese.
It is difficult to blame the Japanese for their lack of firmness. They are part of the western alliance not because they are part of its tradition but because they lost a war with its strongest member Material prosperity has not ended a feeling of restlessness. No number of washing machines can really substitute for a sense of mission. When Eisako [sic]Sato became Japan’s 10th postwar prime minister in 1964, almost his first words were: “Japan’s international voice has been too small”. What that voice will say is as yet unclear. Obviously, dreams of empire are gone, but the Japanese government apparently does wish to take a more active role in the free world’s fight for peace. The country is already giving $600 million in aid to underdeveloped nations. It would like a seat on the United Nations Security Council, and there have been proposals in Japan that the country contribute a peace-keeping force to the U.N. But Japan as a whole remains ambivalent about playing a strong international role.
By and large, the Japanese still dread the prospect of rearmament. Many Japanese — in a general way, those from east of the symbolic Tokyo line — are able to sink themselves into their work and so to accept the chiefly negative attractions of the American alliance. Others look to the Chinese or the Russians or waver between them.
United in fear of war and the atom bomb, to which they alone have offered victims, the Japanese are in a difficult position. The observer pities a country that cannot make up its mind to defend itself but cannot really make up its mind to have others defend it; that cannot live with armaments (especially nuclear ones) but cannot live without them. The observer can even understand, so emotion-ridden is the question, why those who resolve the dilemma by dismissing defenses and defenders show a strong tendency to try to eat their cake and have it too.
It is the articulate intelligentsia that does so, and in a way this is a new twist to the venerable Japanese institution of blithely accepting contradictory beliefs. The policy approved by the intelligentsia means, in effect, that a country can have security without paying for it. The policy in question is disarmed neutralism, and it has the support of the second largest party in the country, the Socialist party.

There are two cynical but logical ways of defending such a policy. One is the position of the few who have followed their Marxist assumptions through to a conclusion: that neutralism is a device for preparing to switch sides in the world conflict. The other is the hardheaded position held by such operators as President Gamal Abdel Nasser of Egypt: that the two sides can be played off against each other.
For most of its supporters, however, disarmed neutralism is simply a matter of wishfulness and self-deception. Its advocates assume that an economically powerful country, situated far from the nearest help, would be safe if disarmed, because any invasion or fifth-column subversion would start a major war. In other words, it assumes that the United States, even if it were restricted to its own side of the Pacific, would come to the aid of the Japanese in an attack. Hence a self-deception arises that verges on willful duplicity: the West is simultaneously condemned and looked to for protection.

Yet intolerable though this attitude may seem to an American, it is after all one which might have been anticipated. The stronger party must accept it in good humor and hope that there will one day be an awakening.
The chances of an awakening certainly seem better than they were a few years ago. Although it is still far from victory, the Socialist party creeps a little closer to it with every election. In its eagerness to make the last push, it may turn to wooing the essentially conservative voter east of that imaginary downtown-uptown line. It cannot do so unless it stops talking revolution and tones down its hostility toward the United States, a country which continues to be popular east of the line. So far the talk has been ambiguous, with one clause contradicting the next in the same sentence. The whole argument apparently leads to the conclusion that there will be a revolution, but not quite yet, and a revolution that will not necessarily have to be achieved by forceful means.
However domestic politics alone might have altered its position, the Socialist party has recently been exposed to winds from abroad. The Chinese nuclear test and the belligerent position of Peking on revolution by force, as well as its attack on the nuclear-test treaty concluded between the Soviet Union and the United States early in 1964, have driven the Socialists into the arms of Moscow and to an acceptance of Moscow’s line of peaceful coexistence. By backing the treaty, the Socialists, for the first time since the Occupation, have taken a position in international affairs that is openly at odds with that of the Japanese Communist party. The Russians may move toward the West, and the Japanese Socialists may move with them, but on that possibility one can only speculate.
If the Russians, the Chinese and the Japanese themselves can influence this left-wing Japanese pole, possible influence on it from the United States must be listed as a poor fourth. Yes U.S. influence in Japan is not negligible, as witness the fact that the Security Treaty was, after all, accepted in 1960 despite all the fulmination from the the Left, and by the fact that successive postwar governments have affirmed their support for the U.S. alliance. In 1965 Premier Sato, on a visit to the United States, declared that Japan and the U.S. were bound by ties of “mutual interdependence.”

So many forces shaping the future of Japan are nevertheless out of Japanese hands, and therefore beyond the power of anyone to influence, that no country can afford to be unmindful of them. This can be said of any country, but it is particularly true of a country that remains divided.
For the West, and particularly its most powerful nation, a pair of injunctions would seem to be an apt conclusion to what has been said: Be quiet, and be strong.
Be quiet. If the troubles the United States had with Japan in 1960 taught a lesson, it was that the Japanese must not be pushed to a decision about their responsibilities in the world. They may eventually come to a decision by their own devices, but as things stand today, nothing should be done that might give the impression that the United States is applying pressure.
Proposals which demand of the Japanese more positive cooperation than they are now offering are still more dangerous. It may seem that every nation has an obligation to defend itself, particularly if on occasion its international monetary problems seem of less moment than those of its chief ally. Yet the Japanese are too important to the western world and too vulnerable to be left wandering unprotected, and today there are elements in Japan itself which seem to have reached that conclusion. There are even some important factions in Prime Minister Sato’s own conservative party that not ony recognize the necessity of U.S. nuclear defenses but also see a need for Japan to have nuclear weapons of its own. That is not a widely shared view; any proposal for adequate defenses flies squarely in the face of the American-drafted Japanese Constitution, and any effort to alter the Constitution would provoke violent opposition. So the disagreeable but undeniable fact, not likely to change for a long time, is that the United States must be responsible for the defense of Japan and expect considerable vituperation in return.
And the United States and the West must be strong. There is yet another important element in Japanese neutralism. In addition to being in some measure cynical, in some measure pro-Communist and in some measure wishful, neutralism is based on fear and opportunism, in this case closely intertiwned. There are Japanese who simply want to be on the winning side, and they think they see which side it will be. Hence, whether or not they have any convictions, they say favorable things about China.

It is possible to understand and even to sympathize with such people. The United States is across the Pacific, but the Soviet Union is within sight of the northernmost Japanese island, and across the China Seas lies the newest of the nuclear powers, larger in terms of manpower than all the others put together.
On a practical level, the strength of the American economy is important. Although Japan is not as dependent on the United States as it once was, it is nevertheless more dependent on the United States than on any other country.
A serious recession in America is the thing most certain to disturb the solid voting habits of the Japanese. To remain prosperous is perhaps the best thing the United States and the West can do for Japan. Economic stability may not answer all the questions, but economic disaster would be quite certain to produce all the wrong answers.
COMMENT: Seidensticker attempts what all good scholars try to do with the society they have devoted their lives to: Convince everyone else that they should be paying attention to it as well.
In this case, we have the classic Western assessments of a fragile Japan in balance, at the time teetering between the contemporary poles of Free World and Communist Bloc; an ignorant nudge from the United States just might send it crashing down on the wrong side and throw world politics into “disaster”. (Clearly the USG is the intended audience here, as it reads more like a policy prescription in Foreign Affairs than an exotic travelogue; I am reminded of George Kennan’s “X” Soviet containment article.)
Don’t get “pushy” with this “badly divided” and society mired in its “confused” exoticism? Clearly this is a much better route than getting involved in Japan’s minutia like the US was doing in Vietnam (later soon Cambodia and Laos), if this indeed is how dipolar the choices were seen back then. But if so, is there any wonder why Japan’s intellectuals showed such mistrust of the US?
In sum, this is a thoughtful article, and in 2000 words Seidensticker acquits himself well when it comes to knowledge and sensitivity towards Japan. But it’s clearly dated (not just because of smug hindsight to see how many predictions he got wrong); it’s clearly in the Edwin Reischauer camp of “poor, poor, misunderstood Japan, let’s not be ignorant or mean towards it”, meaning protecting the status quo or else someday Japan will attack us.
Yet now, fifty years later, Japan has essentially gotten everything it wanted from the West in order to develop and prosper. Yet I believe it’s heading back towards insularity today due to structures and habits that were NOT removed from Japan’s postwar bureaucracy and education system. Such as a weak investigative press, an economic system not geared beyond developmental capitalism, a lack of solid oversight systems that encourage rule of law rather than allow bureaucratic extralegal guidelines or political filibustering, a lackluster judiciary that cannot (or refuses to) hold powerful people and bureaucrats responsible, a public undereducated beyond a mythological and anti-scientific “uniqueness” mindset, able to understand equality and fairness towards people who are disenfranchised or who are not members of The Tribe, etc.
These are all essential developments crucial to the development of an equitable society that were stalled or stymied (starting with the Reverse Course of 1947) under the very same name of maintaining the delicate balance of Japan’s anti-communist status quo. Well, the Cold War is long over, folks, yet Japan still seems locked into unhealthy dependency relationships (unless it is able to lord it over poorer countries in cynical and venal attempts to influence world politics in its own petty directions; also unhealthy). Only this time, for the past twenty years and counting, Japan simply isn’t getting rich from it any longer.

Hi Blog. Merry Xmas to those celebrating. As a special treat, allow me to connect some dots between terms of public discourse: How Japan gets kid-gloved in international debate because it gets treated, consciously or unconsciously, with religious reverence.
It’s a theory I’ve been developing in my mind for several years now: How Japan has no religion except “Japaneseness” itself, and how adherence (or irreverence) towards it produces zealots and heretics who influence the shape and scope of Japan-connected debate.
So let me type in two works — one journalistic, the other polemic — and let you connect the dots as I did when I discovered them last November. I hope you find the juxtaposition as insightful as I did.
I’ll do a couple more of these thinking pieces for the holidays as Debito.org enters 2012, its fifteenth year of operation. Thanks for reading, everyone. Arudou Debito

Grown in Japan for more than 2000 years [sic], rice is woven through culture, diet, even politics. Small shimenawa often hang over doorways to ward off evil. One evil the nation cannot stop: skimpy harvests, which in 1993 forced Japan to ease its sacrosanct restrictions on rice imports.”; 3) Madagascar, seen as staving off hunger in the face of a dearth of harvesting technology; 4) The Philippines, where rice technology is supported under the International Rice Research Institute; and 5) China, where peasant children eat rice for breakfast in rice-growing Zhejiang Province.
Then we get two paragraphs of text talking about the religious symbolism of rice in Bali. Then the intercontinental versatility of rice growing and usage (as it’s even used in Budweiser beer), plus the research being done in The Philippines to make it even more so. Then mentions of low-tech production in The Philippines, with photos of rice being used in a Hindu wedding in India and in religious ceremonies in India and Bali. Further paragraphs depict how the Balinese meld both ritual and routine in perpetual harvests. Then we get into the history of rice’s migration from India through to China, and how China has been working on rice hybrids at the Chinese National Rice Research Institute. Thus the focus of this article has so far been more on the history and ubiquitousness of rice as a staple in many societies.
Then we get to Japan, and the tone of the article shifts perceptibly:

Next stop, Japan. At the Grand Shrines of Ise, 190 miles southwest of Tokyo, the most revered precinct of Japan’s Shinto religion, white-robed priests cook rice twice daily and present it to the sun goddess, Amaterasu, who, they say, is the ancestor of the imperial family.
“The goddess brought a handful of rice from the heavens,” a senior priest tells me, “so that we may grow it and prosper.” He adds that in the first ceremony performed by each new emperor, he steps behind a screen to meet the goddess and emerges as the embodiment of Ninigi no Mikoto, the god of the ripened rice plant. Then every autumn the emperor sends to Ise the first stalks harvested from the rice field he himself has planted on the imperial palace gorunds. All Japanese, says the priest, owe their kokoro — their spiritual essence, their Japaneseness — to the goddess, “and they maintain it by eating rice, rice grown in Japan.”
Japanese law, in fact, long restricted the importation of rice. “Rice is a very special case,” explained Koji Futada, then parliamentary vice minister for agriculture, forestry, and fisheries. “It is our staple food, and so we must have a reliable supply as a matter of national security. That is why we politicians favor sulf-sufficiency, the domestic growing of all the rice we eat.”
And also because the farmers exert disproportionate influence in elections?
“Yes,” he said, “that is also true.”
And so the government buys the rice from the farmers at about ten times international market prices. It also subsidizes part of the cost to consumers. Still, Japanese consumers pay about four times as much as they would if they could buy rice in a California supermarket. All this cost the government about 2.5 billion dollars in 1992. One result is that land will stay in rice production that might otherwise be available for housing, which is in short supply. About 5 percent of the city of Tokyo is classified as farmland, worked by 13,000 families. That would be space enough for tens of thousands of new homes. Does all this mean that Japanese rice farmers are rolling in money?
Thirty miles north of the capital, in the Kanto Plain, I visit the Kimura family in the town of Kisai — typical of most of Japan’s 3.5 million rice-farming households: Rice is not a major part of their working life. Grandfather Shouichi, 83, along with his son Take and Take’s wife, Iwako, both in their 50s, look after a prosperous gardening-supply business; grandson Masao, 25, commutes to an office in central Tokyo. Three out of four rice-growing families hereabouts have become “Sunday farmers,” relying on income from other sources, mainly jobs in factories that sprang up nearby in the past ten years.
The Kimuras farm two and a half acres — this modest size is typical too — and they tell me the work is not arduous: Excerpt for planting seeds in boxes in a shed, they do it all with machines — transplanter, tractor — in about ten working days for one person, plus a few hours for spraying fertilizer, insecticide, and herbicide. “Harvesting is no work at all. We hire a combine.” What do the Kimuras get out of it?
“Enough rice for us to eat for a year,” says Shoichi. “But no profit. Zero.” Expenses go up, rice prices don’t. It’s the same for most farmers around here. “We do this only because we inherited the land.”
But nature and international politics are forcing a change. An unusually cold and rainy summer reduced Japan’s 1993 harvest by some 25 percent, so more than two million tons of rice will have to be imported before the end of this year. And after that, a newly revised global treaty — the General Agreement on Tariffs and Trade, or GATT — will oblige to allow annual imports of 4 to 8 percent of its rice requirement. But will the domestic rice price drop? Hardly. The government still sets the wholesale price, and that’s likely to stay high.

That’s it. The rest of the article deals with a) liberalization of the rice markets in Vietnam, b) rice economies in Europe, c) in Africa, d) in the United States, and finally e) the future of rice technology and how production will have to accommodate growing populations.

Here’s my point: No other country is treated in this National Geographic article with such reverence and deference as Japan. Look: A parroted religious introduction citing an obscure deity is channeled into a discourse on national identity, and an alleged political need for self preservation by excluding outside influences (everyplace else mentioned is seen as increasingly cooperative in developing a reliable food supply). If anything, many other countries are seen as somehow less able to cope with their future because of their technological or economic insularity. Not Japan. It gets a free pass on cultural grounds, with a deference being accorded to “Japaneseness” as a religion. (There is, by the way, one more picture of Japan in the article — that of sumo wrestlers doing “ritual shiko exercise”, with attention paid to the dohyo rice ring in this “honored Japanese sport”. Cue the banging of gongs and the occasional shakuhachi flute…)
Why does this keep happening? My theory is that it is due to the politics of religiosity. For when you treat Japanese culture as a religion, the terms of debate change, putting rationality, logic, and overall fairness on their back foot.
Consider this excerpt from Richard Dawkins, “The God Delusion”, between pp. 20 and 23:
//////////////////////////////////////////////// A widespread assumption, which nearly everybody in our society accepts — the non-religious included — is that religious faith is especially vulnerable to offence and should be protected by an abnormally thick wall of respect, in a different class from the respect that any human being should pay to any other. Douglas Adams put it so well, in an impromptu speech made in Cambridge shortly before his death, that I never tire of sharing his words:
“Religion… has certain ideas at the heart of it which we call sacred or holy or whatever. What it means is, ‘Here is an idea or a notion that you’re not allowed to say anything bad about; you’re just not. Why not? — because you’re not!’ If somebody votes for a party that you don’t agree with, you’re free to argue about it as much as you like; everybody will have an argument but nobody feels aggrieved by it. If somebody think taxes should go up or down you are free to have an argument about it. But on the other hand if somebody says ‘I mustn’t move a light switch on a Saturday’, you say, ‘I respect that’.
“Why should it be that it’s perfectly legitimate to support the Labour party or the Conservative prty, Republicans or Democrats, this model of economics versus that, Macintosh instead of Windows — but to have an opinion about how the Universe… no, that’s holy? … We are used to not challenging religious ideas but it’s very interesting how much of a furore Richard creates when he does it! Everybody gets absolutely frantic about it because you’re not allowed to say these things. Yet when you look at it rationally there is no reason why those ideas shouldn’t be as open to debate as any other, except that we have agreed somehow between us that they shouldn’t be.”…
[Dawkins continues further down:] If the advocates of apartheid had their wits about them they would claim — for all I know truthfully — that allowing mixed races is against their religion. A good part of the opposition would respectfully tiptoe away. And it is no use claiming that this is an unfair parallel because apartheid has no rational justification. The whole point of religious faith, its strength and chief glory, is that it does not depend on rational justification. The rest of us are expected to defend our prejudices. But ask a religious person to justify their faith and you infringe “religious liberty”.

This is why appeals to “Japaneseness” so many times take on a religious overtone. Why does the National Geographic feel the need to interview a priest as some sort of source about world rice? Allegedly, “because Japanese rice is as essential fundamental to the Japanese people as their kokoro“. Presto! It’s off the subject table for rational debate. Because once you criticize Japan’s rice policy, apparently Japanese are hard-wired to take it as a personal affront. After all, there IS so much pressure to somehow, somewhere, say something “nice” about Japan — especially if you’re being any way critical. For balance, some might say, but I would say it is because we feel the pressure to treat Japan more kid-glovey than we would, say, China, Russia, or any other nation, really. Why? Out of reverence for how somehow “special” Japan is.
I believe Japan is neither exceptional nor special (no more special than any other society), and it should be exposed to the same terms of critique and debate as anyone else. Yet it gets a free pass, as I saw during the Otaru Onsens Case, where for example many bought into the “foreigners must be excluded” thanks in part in reverence to some arguments being made, in paraphrase, were “Japanese baths are a very special place for Japanese people, and if they want those kept pristine and exclusive only for those who really understand Japanese bathing culture, then so be it.” No need to treat people equally just because they’re people anymore. Only those born with the sacerdotal kokoro need apply to bathe in these now holy waters.
This is my Xmas present to Debito.org Readers: Look at Japan-related discourse now through the lens of religious discourse. Watch the kid gloves come on. It is a very careful and deliberate means to defang political debate and stymie change in this society which badly needs it.

Hi Blog. Sometimes it seems to me that rules in Japan are made just to keep people from having fun. For example, cultural conventions hinder swimming after Obon in the south (despite still being jolly hot outside — I’ve been in southern Shikoku in late August and found campsites closed and beaches deserted), and have seen police command the public get out of the ocean in Okinawa (I’m told there are some times of the year when ocean swimming in this semitropical climate is officially frowned upon) on New Year’s Day. We’ve been told we can’t play games (such as chess or euchre) at izakayas by barkeeps; similarly, in a Tokyo “Irish bar” during a JALT conference, we had Irish friends who brought out their pocket instruments to play Irish music, only to be told that it was causing discomfort to the customers (it wasn’t; people were clapping and tapping along), and they had to be quiet in favor of the canned Irish music being piped in. Japan’s frowning on outdoor screens during the World Cup 2002 (unlike in Korea, Japan’s fans had to watch the games within walls) due to alleged traffic control and crime prevention concerns. I’m sure Readers can come up with lots more examples — of anal-retentive people who use their power to summarily prevent public expressions of joy and release (that is, without the socially-accepted cloak of too much alcohol).
Now we have this actually legally-established ban on “dancing without a license” after 1 a.m. I could understand late-night controls on noise etc., but dancing?? Not only that, the cause of dancing is deemed to be foreign in origin. Yeah right, Japanese don’t dance. And when does dancing begin and just tapping out a rhythm end? And when does the accusation, made below, of making the neighbors uncomfortable because foreigners are around end?
Early Sunday morning, Tokyo Metropolitan Police entered clubs Gas Panic Bar and Club 99 in the Roppongi entertainment district and arrested managers Hidenori Wakita, 36, and Fumiki Nishihata, 35, for allowing dancing after 1 a.m. — a violation of the Law Regulating Adult Entertainment Businesses.
A journalist who covers the adult entertainment industry says the chain of foreigner-frequented bars is popular for those on low budgets, but in recent times police have been taking notice of trouble. “Recently, poorly behaving foreigners from the Middle East and South-East Asia have started showing up,” says the source. “They make others not want to come around, and maybe some neighbors complained.”
The tabloid says that the raid of Gas Panic Bar occurred just before 2 a.m. “There were close to 200 customers in the place,” says a salaryman present at the time. “As the name says, it was a panic. At first, I thought they were targeting drugs or gangs. I was stunned that it was due to licensing problems since this sort of thing has been going on for 20 years.”
The issue concerns the type of license. Establishments within the Gas Panic chain are licensed as bars, which under the Law Regulating Adult Entertainment Businesses are not allowed to provide entertainment, such as dancing, after 1 a.m. without special authorization. Only drinking, however, is permissible.
This was the second arrest in two years for Wakita. In 2009, police found similar violations at Club 99 and GP Bar, which is also within the Gas Panic chain, and took the manager into custody. After that, Gas Panic Bar installed a security camera at the door to alert management to turn the music down if police appeared.
Wakita was eventually convicted.
This latest bust sends a message, continues the adult-entertainment journalist. “The crackdown will expand,” the writer says. “There are tens of thousands of improperly licensed clubs. Gas Panic is a big name, and they have continued to ignore warnings. Perhaps the police are taking a step forward to show the serious consequences to everyone else.”

Now, movies about killers are nothing new (including ones with overtones of hero worship; consider NATURAL BORN KILLERS), and biopics about Japanese killers (the very good VENGEANCE IS MINE, starring a lean and mean Ogata Ken, I saw back in college) are also out there (even though VENGEANCE, although it tries to analyze the killer’s motivations and mother complex, did not spare the audience of the horrific detail of his murderous activity).
Maybe this movie will do the same (even though many of the details of what Ichihashi did to Hawker’s corpse have not been made public). But the article below says that the contents will focus on his life as a fugitive and offer insights into Japan’s low life (such as the day-laborer sector of Airin Chiku; cue sympathy for the killer’s hardships?).
In any case, I for one see this as just more profiteering. It looks as though this story will be depicted through Ichihashi’s eyes, and there is apparently already quite an online hero cult out there for this creep that the studios would love to cash in upon.
Again, this sort of media event has happened before, but this is altogether too soon — still seems like moviemakers trying to make a fast yen (and an unknown actor trying to make a directorial debut; he talks briefly below about his “feeling of responsibility” towards the victims, but mostly about how the killer’s account fascinates him, so methinks that’s what the flick will focus upon) before Ichihashi fades from public memory. Back in October I said that enough is enough, and that the American judiciary should throw the book at her. Well, guess what — they did, and it looks as though the mother will return the child to the custodial father. Bravo! Read on. Let that be a lesson to you, child abductors, and let that be an incentive for Japan to sign the Hague Convention. Note, however, the update regarding the J-media’s domestic spin after the article. Karina Garcia’s mother agreed in court Monday to have the girl home in Fox Point by Christmas.
If she makes it, the 9-year-old would be the first of what advocates say are more than 300 children around the U.S. abducted to Japan in violation of American court orders to be returned through legal intervention.
She also could become a poster child for how to solve a growing problem as international marriages increase in the global economy.
The girl’s father, Moises Garcia, was pleased but cautious in talking to reporters after the hearing, where his ex-wife, Emiko Inoue, pleaded no contest to the felony charge of interfering with child custody by other parent. She was found guilty, but a plea agreement could leave her with only a misdemeanor conviction if Karina returns and Inoue completes other conditions.
Garcia has been working to bring his daughter home since Inoue fled with her to Inoue’s native Japan in February 2008, shortly after Garcia, 39, filed for divorce.
“Divorces are tough for everybody, but when there are cultural differences, it’s very hard to deal with that,” said Garcia, a physician and native of Nicaragua. The couple’s daughter was born in Wisconsin.
He said Inoue, 43, has brainwashed his daughter and alienated her affections for him during the time in Japan, but he’s confident that if the child comes home, she will be able to get the help she needs to deal with the psychological impact of the ordeal.
Japan is the only G7 country not part of an international compact about child abduction. Japan does not assist in returning children to parents with legal custody in other countries, nor does it extradite Japanese charged with crimes related to child abduction or custody interference elsewhere, such as Inoue.
Global Future, a group that advocates for parents whose children have been taken by their other parent to foreign countries, claims Japanese officials in the United States assist in such crimes by granting new passports and visas to Japanese trying to flee with their children.
The group’s founder and secretary, both Californians trying to get children back from Japan, attended Inoue’s hearing in Milwaukee. So did officials from the foreign ministry office of the Japanese consulate in Chicago. They declined to comment on the Global Future claims, or about Inoue’s case.
“We’ve had children returned from South Korea, Iran, Cameroon, Libya and Egypt, but we can’t get any back from a supposedly friendly country, Japan,” said Patrick Braden, CEO and founder of Global Future. His 11-month-old daughter was kidnapped and taken to Japan in 2006.
“This case really does have worldwide implications,” Braden said.
Fuji TV, a Japanese network, also was covering Monday’s hearing.
Inoue was arrested in April when she visited Hawaii to renew her U.S. permanent residency status. She was extradited to Wisconsin and was being held in the Milwaukee County Jail. She appeared in court Monday with her attorney, Bridget Boyle, wearing a dark blue jail suit and glasses.
In response to questions from Milwaukee County Circuit Judge Mel Flanagan, Inoue said she didn’t agree that she had committed all the elements of the crime, but agreed the state could prove her guilty. The felony is punishable by up to 7½ years in prison. If Inoue ultimately were convicted of a misdemeanor, she would likely be sentenced to the time she’s served since her arrest.
District Attorney John Chisholm noted that a felony conviction would probably also have prevented Inoue from remaining in the U.S. He said he thinks Inoue’s prosecution may still deter others, while allowing a chance for Karina to benefit from contact with both parents.
Inoue still has the option to seek visitation rights or changes in custody through family court.
Monday was to have been the continuation of a nonjury trial that began in October, but Boyle told the judge that during nearly four hours of discussion with her client, she agreed to the plea arrangement.
“Hopefully, this is an action in the best interests of the child,” Flanagan said.
Karina is currently living with her maternal grandparents in Japan. Garcia was granted full legal custody in Milwaukee County Circuit Court in 2008. He’s gone further than most people in his situation, said his attorney, James Sakar, and won legal custody from Japanese courts.
The problem, Sakar and Braden explained, is that the centuries-old Japanese civil legal system does not give those courts any enforcement powers.
Sakar said the particulars of Karina’s return to Wisconsin had not yet been worked out.
Braden, who has lobbied dozens of high-ranking officials in Washington, D.C., about the problem, said Monday’s deal was “almost there.” He said advocates for left-behind parents would have preferred a guilty plea and really would like to see U.S. authorities prosecute Japanese diplomatic officials and anyone else who assists noncustodial parents in taking children abroad.
“It’s a great step in the right direction,” he said.
“Some of the Japanese media (like the Mainichi) didn’t bother mentioning her name while I heard Fuji pixled out her face.”
“TBS report says the mother is claiming domestic violence as the reason for the abduction.”
So then there’s this whole other dimension about how the Japanese press is going to encircle and protect their own, as has been mentioned here both above and before, I haven’t found any Japanese media which will call this event a “kidnapping”, despite the ruling by this American court. Yomiuri’s NNN TV has even blocked out her face and refused to mention her name at all as a felon:
Well, for the record, here is a picture of Inoue Eriko in all her glory, courtesy Sentinel Journal. Including handcuffs. Live with it, Japan — child abduction is a crime and those who engage in it are criminals, even if they are Japanese. Trying to reflexively make a victim out of a criminal just makes our media look biased and incongruous.

UPDATE TWO: Convicted felon Inoue Emiko returns the child and gets released from the clink. Bravo. And of course, the Japanese media still refuses to use her name in the domestic press. Or even call what she did a crime. Check out the wording below: “arrested on suspicion of taking her 9-year-old daughter to Japan in violation of the father’s parental rights, the father’s lawyer said“. Those pesky lawyers and their allegations; never mind the conviction and sentencing by a judge. She abducts the kid, tries to game the USG by coming back to renew her Green Card, and after all that still has visitation rights in America. All right for some, isn’t it? Try getting this fair a deal in Japan. But again, fairness is not a highly-prized cultural conceit for Team Japanners. Now how about that biased and incongruous reportage. As can be expected, the disingenuous slant is that the Japanese are the victims and sacrificers. The Japanese article claims the daughter “wanted to live in Japan”, but once told of the situation, “went to America to save her mother” according to the very different headline. What a trooper! Especially after being put in this position by her irresponsible mother in the first place!
A Japanese woman has been released from custody in the United States as a result of a plea bargain after being arrested on suspicion of taking her 9-year-old daughter to Japan in violation of the father’s parental rights, the father’s lawyer said Saturday.
Based on the plea bargain, the 43-year-old woman from Hyogo Prefecture returned the daughter to the girl’s 39-year-old Nicaraguan father. The girl had been staying at the home of the woman’s parents in the prefecture.
The woman took the girl to Japan from the United States during divorce proceedings in a U.S. court. The court later granted the divorce and gave custody of the girl to the man.
According to lawyers for the man and the woman, the girl left Japan with her grandmother on Friday and was handed over to the man at a U.S. airport.
The girl said at first that she wanted to live in Japan. However, when she was told about the plea bargain, she understood her return to the United States would “save her mother,” the lawyers said.
The woman will continue to live in the United States and will have visitation rights, according to the lawyers.
The woman was arrested in the United States in April after the father filed a criminal complaint in the case. After realizing she faced a possible long prison sentence if found guilty, she agreed to the plea bargain in November, lawyers said. (Dec. 25, 2011)
There is an axiom in Japanese: uso mo hōben — “lying is also a means to an end.” It sums up the general attitude in Japan of tolerance of — even justification for — not telling the truth. (sources here and here)
First — defining “telling the truth” as divulging the truth (not a lie), the whole truth (full disclosure) and nothing but the truth (uncompounded with lies) — consider how lies are deployed in everyday personal interactions.
Let’s start with good old tatemae (charitably translated as “pretense”). By basically saying something you think the listener wants to hear, tatemae is, essentially, lying. That becomes clearer when the term is contrasted with its antonym, honne, one’s “true feelings and intentions.”
Tatemae, however, goes beyond the “little white lie,” as it is often justified less by the fact you have avoided hurting your listener’s feelings, more by what you have gained from the nondisclosure.
But what if you disclose your true feelings? That’s often seen negatively, as baka shōjiki (“stupidly honest”): imprudent, naive, even immature. Skillful lying is thus commendable — it’s what adults in society learn to do.
Now extrapolate. What becomes of a society that sees lying as a justifiably institutionalized practice? Things break down. If everyone is expected to lie, who or what can you trust?
Consider law enforcement. Japan’s lack of even the expectation of full disclosure means, for example, there is little right to know your accuser (e.g., in bullying cases). In criminal procedure, the prosecution controls the flow of information to the judge (right down to what evidence is admissible). And that’s before we get into how secretive and deceptive police interrogations are infamous for being.(source here)
Consider jurisprudence. Witnesses are expected to lie to such an extent that Japan’s perjury laws are weak and unenforceable. Civil court disputes (try going through, for example, a divorce) often devolve into one-upmanship lying matches, flippantly dismissed as “he-said, she-said” (mizukake-ron). And judges, as seen in the Valentine case (Zeit Gist, Aug. 14, 2007), will assume an eyewitness is being untruthful simply based on his/her attributes — in this case because the witness was foreign like the plaintiff.
Consider administrative procedure. Official documents and public responses attach organizational affiliations but few actual names for accountability. Those official pronouncements, as I’m sure many readers know due to arbitrary Immigration decisions, often fall under bureaucratic “discretion” (sairyō), with little if any right of appeal. And if you need further convincing, just look at the loopholes built into Japan’s Freedom of Information Act.
All this undermines trust of public authority. Again, if bureaucrats (like everyone else) are not expected to fully disclose, society gets a procuracy brazenly ducking responsibility wherever possible through vague directives, masked intentions and obfuscation.
This is true to some degree of all bureaucracies, but the problem in Japan is that this nondisclosure goes relatively unpunished. Our media watchdogs, entrusted with upholding public accountability, often get distracted or corrupted by editorial or press club conceits. Or, giving reporters the benefit of the doubt, it’s hard to know which lyin’ rat to pounce on first when there are so many. Or journalists themselves engage in barely researched, unscientific or sensationalistic reporting, undermining their trustworthiness as information sources.
Public trust, once lost, is hard to regain. In such a climate, even if the government does tell the truth, people may still disbelieve it. Take, for example, the Environment Ministry’s recent strong-arming of regional waste management centers to process Tohoku disaster ruins: Many doubt government claims that radioactive rubble will not proliferate nationwide, fanning fears that the nuclear power industry is trying to make itself less culpable for concentrated radiation poisoning by irradiating everyone (see https://www.debito.org/?p=9547)!
This tradition of lying has a long history. The Japanese Empire’s deception about its treatment of prisoners of war and noncombatants under the Geneva Conventions (e.g., the Bataan Death March, medical experiments under Unit 731), not to mention lying to its own civilians about how they would be treated if captured by the Allies, led to some of the most horrifying mass murder-suicides of Japanese, dehumanizing reprisals by their enemies, and war without mercy in World War II’s Pacific Theater.
Suppressing those historical records, thanks to cowardice among Japan’s publishers, reinforced by a general lack of “obligation to the truth,” has enabled a clique of revisionists to deny responsibility for Japan’s past atrocities, alienating it from its neighbors in a globalizing world.
Let me illustrate the effects of socially accepted lying another way: What is considered the most untrustworthy of professions? Politics, of course. Because politicians are seen as personalities who, for their own survival, appeal to people by saying what they want to hear, regardless of their own true feelings.
That is precisely what tatemae does to Japanese society. It makes everyone into a politician, changing the truth to suit their audience, garner support or deflect criticism and responsibility.
Again, uso mo hoben: As long as you accomplish your goals, lying is a means to an end. The incentives in Japan are clear. Few will tell the truth if they will be punished for doing so, moreover rarely punished for not doing so.
No doubt a culturally relativistic observer would attempt to justify this destructive dynamic by citing red herrings and excuses (themselves tatemae) such as “conflict avoidance,” “maintaining group harmony,” “saving face,” or whatever. Regardless, the awful truth is: “We Japanese don’t lie. We just don’t tell the truth.”
This is not sustainable. Post-Fukushima Japan must realize that public acceptance of lying got us into this radioactive mess in the first place.
For radiation has no media cycle. It lingers and poisons the land and food chain. Statistics may be obfuscated or suppressed as usual. But radiation’s half-life is longer than the typical attention span or sustainable degree of public outrage.
As the public — possibly worldwide — sickens over time, the truth will leak out.

Hi Blog. As a Weekend Tangent, here’s Saturday Night Live poking fun at American kids obsessed with J-pop culture. I found it very funny, and from what I’ve heard it’s scarily accurate (although I wouldn’t know — been out of the US for too long). What do you think?
Hi Blog. Related to my FCCJ article posted here a couple of days ago, we have the J-media now piling on about “harmful ads in the free newspapers aimed at foreigners”, encouraging criminal behavior. This is a national issue of course (as I argued before, articles/campaigns about foreign crime take priority, even drown out good news (or any news) about NJ residents in Japan), and essentially the same article becomes common to the major papers (submitter JK sends the Yomiuri, Mainichi, and Nikkei).
When I said to JK: “Thanks for these, but not sure what angle to pursue. People will (groundfully) counterargue that these sorts of activities advertising ways for people to break the law should be rightfully reported and stamped out. What would you say to them?”, JK counterargued:

Point taken. Finally, JK sends a positive article towards NJ (regarding something cultural), but like I said in my FCCJ article, that gets confined to local papers. Might be because it’s a local event/issue, but so does anything positive towards NJ seem. It’s the negative stuff that becomes part of NPA campaigns against “foreign crime”, not the positive stuff ever becoming, say, a national GOJ campaign for “up with people”. Not the best examples, but anyhoo, good timing for these mild cases in point to illustrate a phenomenon I brought up. Arudou Debito
Many ads encouraging criminal behavior such as working illegally and entering into fake marriages have been carried by free newspapers aimed at foreigners, according to a police survey.
The survey, conducted by the National Police Agency in May and June, said 736 harmful ads were found in papers distributed in commercial and entertainment districts around the nation.
The NPA will ask publishers of free papers not to run ads encouraging criminal activity. It also may pursue criminal charges against publishers allowing such ads to appear in their papers.
According to the survey, 58 free papers distributed in Tokyo and 24 other prefectures have carried such ads. Of them, 26 were aimed at Chinese and 22 at Koreans. Others were for Filipinos and Brazilians living in Japan.
The free papers carrying the ads also contain information on daily life services and restaurant information for foreigners.
Forty percent of the ads, or 291, offer illegal employment, with some recommending work in sex-related establishments.
Twenty-four percent of the ads, or 174, offer brokerage services to falsify residential qualifications or social status. They included such messages as: “We seek illegal overstayers who want to marry a Japanese” and “We can change your illegal entry status to a legal one.”
The Metropolitan Police Department has uncovered a number of cases involving illegal work and fake marriages, including some in which readers successfully asked specialists in administrative procedures and others who carried ads in the papers for residential status.

A number of advertisements encouraging crimes are carried in free papers for foreign residents in Japan, the National Police Agency (NPA) has found.
According to the NPA, a total of 736 ads promoting criminal acts were carried in 58 free papers providing living information to Chinese, South Korean, Brazilian and other foreign residents in Japan in their respective mother tongues between May and June. Many of the ads involved such wrongful acts as overstaying visas and illegal work.
The NPA has requested the publishers of those free papers not to carry such inappropriate ads.
By content, 39.5 percent of the ads were about job placement; 23.6 percent about disguised mediation of certificates and status; 20 percent about soliciting unauthorized sales; and 6 percent about introducing residences.
“International marriage: We welcome those whose visas will soon expire. Will introduce partners immediately,” one ad says, while another says: “Hostess immediately needed. With or without a visa.” Yet another ad reads, “(We will introduce) nominees or guarantors. All Japanese.” Some advertisers falsely identify themselves as administrative scriveners, while others suggest assisting fake marriages and overstaying visas.
The NPA has named the services and means of communication that promote crimes as “crime infrastructure.”

Hi Blog. Last month the FCCJ‘s No.1 Shimbun invited me to give my opinion about “blind spots” in the Japanese media vis-a-vis Japan’s foreign communities. Here’s what I wrote. After a quarter century observing this, it was nice to put it all together in my mind. Enjoy. Arudou Debito
In the quarter century I have been examining the treatment of foreigners in both the English and vernacular media, I have seen little improvement. In fact, in many ways it’s gotten worse. The foreign element has been increasingly portrayed as the subterfuge that will undermine Japanese society. To crib from a famous book title, Japan has become not only the “system that soured,” but also the “media that soured.”
When I first got here in the mid-1980s, at the start of Japan’s bubble era, non-Japanese (NJ) were seen as quirky “misunderstood outsiders,” treated with bemusement for their inability to understand “Japan’s unique culture.” NJ were here to help Japan learn English and internationalize itself into its hard-earned echelon as a rich country in the international community. After all, Japan had just surpassed the per-capita gross domestic product of its mentor – the United States – so the media was preparing the public for Japan’s new role as oriental ambassador to the West.
Up in Sapporo, where I have spent most of my time, designs for NJ were a little less heady, but we were then treated like “honored guests” (if not “rare birds” to be sighted with joy). We enjoyed instant comparative-culture ambassador status, complete with token slots in newspapers and talk shows, to offer bright visions of Japan’s modern, tolerant, America-ish future (like the guest instructors who were brought over to modernize Japan during the “catch-up” phase of the Meiji Era). The local print and broadcast media offered us polite winces for our error-filled (and perpetually uncorrected – so darn cute!) Japanese, and we tolerated wasabi-laden food in front of the cameras.
However, the tacit understanding behind this century-old ersatz cultural ambassadorship is that ambassadors are temporary. Someday we would go home with the afterglow of pleasant memories, as a former guest of a faraway land with red lanterns and paper walls and all that. But that didn’t happen. Over a million NJ, your correspondent included, liked it here so much they stayed on.
Then Japan’s bubble economy burst in the 1990s. As economic indicators plateaued then headed south, the media mood subtly shifted. Perennially feel-good broadcasts (I remember one TV show entitled “Sports and News” – yes in that order) shifted to programs dedicated to “turning that frown upside down”; when they ran out of good news to report, they switched more to comedy and food shows.
Fortunately, these NJ media guests were still the “misunderstood outsiders,” only this time more as curiosities to be examined under Japan’s “pigeonhole everyone in cultural boxes” version of social science (visible in broadcasts such as “Koko Ga Hendayo Nihonjin,” a watershed show that pitted 100 motley Japanese-speaking NJ panelists against several even more motley Japanese tarento). This time, however, thanks to new visa regimes importing cheap NJ labor to preserve the competitiveness of Japan’s export industries (and keep farms and smaller factories from going bankrupt), NJ were now more culturally and linguistically fluent. They were beginning to speak for themselves, shape their own media image, and even possibly establish themselves as immigrants. But by the turn of the century, Japanese conservatives began to use the media to put the kibosh on.
The next phase, which has essentially continued to the present day, overtly began on April 9, 2000, when recently elected archconservative Tokyo Gov. Shintaro Ishihara made his famous “Sangokujin” speech. He claimed that some NJ were “repeatedly committing heinous crimes,” and called for the Self-Defense Forces to round up NJ in the event of a natural disaster as they would (unprecedentedly) riot. Even in light of the Tohoku disasters, where this has been proven as utterly false, there has been no amendment or retraction. But this speech emboldened Japan’s reactionaries (particularly its police, fortified by its new internal “Policymaking Committee Against Internationalization”) to see rampant NJ bashing as politically viable.
The 2000s saw the “reverse course” of the more liberal 1980s and 1990s. The National Police Agency launched biannual media campaigns against foreign criminals and “illegal overstayers,” showing how NJ were somehow committing more crime than Japanese as drug smugglers, gun runners and general disturbers of the peace. The agency offered images of foreigners invading Japan’s shores and pillaging its citizens, and established online “snitch sites” for anyone to anonymously rat on NJ suspected to be an “illegal overstayer.”
In sum, the “blind spot” of Japanese media is that hardly any of it treats NJ as actual residents, with needs, concerns, and a stake in Japan. Local media do give spots on how NJ community events are faring, with the occasional update on social problems facing stricken foreign families. But that generally happens in areas with “high” concentrations of registered NJ residents (around 10% of total local population, achieved in increasingly fewer places as the NJ population drops). Rarely does NJ community news leak into more national arenas (unless, of course, it concerns foreign crime). Hardly anywhere in the Japanese-language media is a constant “voice” or venue granted to NJ regulars to offer an alternative viewpoint of life in Japan. (Please note, and this is not meant as a criticism, but tarento regulars like Dave Spector are first and foremost entertainers, rarely spokespeople for minorities, and foreign tarento have in fact visibly declined in number compared to their bubble era heyday.) Thus, unabashed bashing of NJ in the Japanese media goes unanswered without check or balance.
Have things improved since March 11? I would argue not. In March and April, Japanese media bashed NJ afresh. Despite foreign governments issuing advisories for their citizens to take evasive action during the disasters (which overseas Japanese in the same position would have followed), NJ were blamed for cravenly running away, deserting their posts (remember the “flyjin,” rendered in Japanese as nihon o saru gaikokujin?) and looting. Once again, there was no comparison with AWOL Japanese, and no questioning of Ishihara’s 2000 prediction that foreigners would run amok. Predictably, that frenzy has died down, and some media outlets have reported on the volunteerism and generosity of NJ in relief efforts. But in the end, I believe that NJ will get at most a token expression of gratitude (as I did from the Kobe Government – a “thanks” sticker that I treasure – for going down and helping out during the 1995 quake), but not what they really need – a consistent, national-level public recognition of their longstanding contributions to Japanese society.
The Japanese media is hard-wired against seeing Japan as anything but the “realm of the Japanese people,” with outsiders not allowed to “join the club” and express their views over time as insiders. Moreover, Japan’s reflexive media bashing of the outsider will continue to isolate it from the outside world. As both the Japanese and foreign populations continue to dwindle, along with the dimming of Japan’s future prospects, I don’t see that changing anytime soon. ❶

Hi Blog. The thing a writer likes most, aside from (hopefully) the craft of writing itself, is to be read. The second thing is, to paraphrase Gertrude Stein, is praise. But praise (or even agreement) is a huge luxury in my field. This is why whenever I put something on the market (as I have with six other books), I hope that reviewers, if they give a negative review, will at least do me the courtesy of reviewing the book, not the author. But in this small literary corner (i.e., books in English on Japan) where we have very few rewards (or awards) for quality, having a professional review one’s book professionally is also a huge luxury.
That’s why I’m pleased to mention Amanda Harlow’s review of my most recent book, novel “IN APPROPRIATE: A novel of culture, kidnapping, and revenge in modern Japan” (which just came out on Amazon Japan, so save shipping!), was featured on the Being A Broad website last week. She doesn’t really dig the book. But she actually DOES talk about the book both in terms of content and context, and offers ways in which the book might have in her opinion been better. The job of the reviewer is not simply to say what’s right or wrong about any work, but also to suggest improvements — offer the creator something he or she could learn from this experience to put into the next effort. Amanda does this, and I thank her for it.
It’s a pretty nasty world out there, and it’s easy to be a critic. It’s harder to be a good critic, and people like Amanda Harlow I would like to salute and thank for a critique well done, even if she didn’t like the book much. I of course don’t agree with all her assessments, but I think this review is fair and I can learn something from it. Thanks. Arudou Debito
Book Review: In Appropriate

Is it a novel? Is it an opinion piece? Is it a fact-packed academic essay? Is it a thinly disguised auto-biography? What is In Appropriate by Debito Arudou? Unfortunately, all of the above.
Arudou, a former American and naturalised Japanese, is best (and worst) known as Japan’s most passionate non-Japanese residents’ rights campaigner–he of the struggles to highlight onsen and bars banning foreigners, worker rights, flyjins, and more.
Recently, he’s turned his attentions to When International Marriages Go Bad in Japan and, in particular, the many-headed monster of who gets access to, or custody of, the kids. In spring 2011, Japan finally caved to diplomatic and campaigners’ pressure and announced it would prepare legislation to bring the country in line for joining the Hague Convention on the Civil Aspects of International Child Abduction.
Japanese divorcees have long been excluded from their children’s future by a deadly combination of custom and law, but the campaign around the Hague Convention signing arose when non-Japanese parents (mainly fathers?) started fighting the status quo.
So this book is timely, and, with the speed at which legislation tends to move in Japan, will sadly probably remain timely for a while yet. It’s also a first foray into fiction for Arudou, the busy blogger and commentator.
Here is a novel about a young American guy who marries a Japanese woman, comes to Japan, has kids…and then it all unravels. Along the way we learn all about the customs and laws of divorce and child access and custody…and a whole lot more.
Our hero, Gary Schmidt, a callow youth from small-town US, gets his Japanese girlfriend pregnant. He does the decent thing and comes to Japan to marry her and raise a family. Instead, he finds himself the unwelcome son-in-law of the Matsunaga family of Fukuoka. When the English teaching business is going well, life seems good, and Gary even becomes a naturalised Japanese. However, as the economy slides at the turn of the millennium and the shine wears off the internationalisation bauble, his business and then his family life suffer. Divorce and the threat that he may never see his kids again force Gary into a desperate plot to rescue/abduct them into the hoped-for haven of the American Consulate in Fukuoka.
There are strong similarities with the Christopher Savoie case, but I imagine with enough details changed to keep the lawyers at bay.
Using fiction to explore social/political/legal issues can be an excellent way to get across facts and opinion. The author draws us in with entertainment and weaves in nitty-gritty which we might skip over in a newspaper or documentary.
However, In Appropriate isn’t a seamless weave of fiction and fact. It’s more like a hastily tacked together patchwork of Arudou’s undoubtedly vast files on human-rights issues in Japan. Gary Schmidt can hardly make a move in the novel without unleashing a couple of paragraphs of facts or opinion or statistics concerning Life in Japan.
He arrives at Narita and we get a tsunami of information about “The Eye” that guards/guides public behavior in Japan; how foreigners are natural suspects; how airport staff work; immigration lines for aliens; government terrorism fears; Chiba police checks; lunchboxes; I.D. checks and the Foreign Registry Law, Section 13, Clause 2…
STOP! Stop already! The guy just arrived at the airport.
And so it continues. Facts drowning out the fiction is the main weakness of the book. Main characters such as Keiko, Gary’s wife, remain barely drawn. In Chapter two, she is the shy foreign-language student tasting independence in the US–and then just the obedient daughter under-parental-thumbs for the rest of the book. A story about a marriage and its problems needs more depth about its protagonists. Keiko’s parents too remain cyphers for the Japanese System rather than crafted characters in their own right. The book gives Keiko’s father, Katsumaro, a bonsai-size biography to explain his anti-American feeling and one set speech where he lambastes Gary for his failings–but for a relationship spanning 14 years, it is thinly drawn.
Did Gary and Katsumaro never have male-bonding time together in an onsen? Drink together? Did this family never have happy times? There isn’t space in the novel to find out. One page has Gary suggesting a move Stateside to Keiko…only a page or two later we are into locked doors and talks about divorce.
Among other things, the novel needs a sympathetic character who gives the justification for the opposing attitude to post-divorce child access: that being brought up by one parent is best for the child and less confusing. No, I don’t agree with that–but I have a few wonderful Japanese friends and students who actually do. In Appropriate only gives us the legal situation and there is no space for the view of ordinary people who just think a clean break with a painful past is better for children.
In the Author’s Note, Arudou refers to his own divorce and subsequent lack of contact with his children. Maybe that is all too recent and raw to let him write too closely a portrayal of a Japanese woman and a family in crisis. But a more likely scenario is that he could not control the free-flow torrent of facts from his office and computer files, via his brain and on into the computer screen draft of In Appropriate. I’m linked with Arudou through Facebook and I know from his status updates that he was polishing off chapters at a rapid rate through Golden Week. He’s a great marshaller of information.
The fiction vs. facts problem does matter, though, if we are to follow Gary’s misadventures in Japan with general interest. I live in Japan and am the happy child of divorced parents who both played a big part in my life, so I’m interested in this story. Not sure of how someone with only a passing interest in Japan would feel. There is a story to be told here: How does an ordinary guy end up being dragged through the legal and media glare in Japan? It could happen to you…yes you…the non-Japanese resident in Japan who thinks all is well in your expat world. Maybe this book could be handed out to young foreign grooms at wedding chapels throughout Japan–beware marriage to a Japanese woman and the power of her family! Hold your kids close!
The Japan of the book is not the Japan of JET program recruitment talks or Yokoso! tourist campaigns because, apart from bento boxes, Gary’s world doesn’t seem too happy. We leap from Japanese sex lives to citizenship, then the economy and post-Bubble recession, off onto a sidetrack of “relaxed education,” and eikaiwa in quick succession, and into the home straight with family life, child rearing, divorce, Japan police detention, and the courts. I was grateful that Arudou isn’t really into food preparations and safety standards, or the effects of plastics on hormones–otherwise Gary would not even be able to buy his beloved bento in peace.
Interestingly, the strongest section of the novel are those regarding child rescue/abduction at the American Consulate in Fukuoka. I don’t think Arudou is writing from personal experience here, but through his campaigning activities he has certainly absorbed the emotion and details from those fathers who have and it makes sad, painful reading. The facts are so bizarre they don’t need any fictional dressing.
Who is the book for? I have an acquaintance, a non-Japanese man going through marrital problems at the moment. Should I give it to him? Would he enjoy it? Learn from it? I’m not sure. Newbies in Japan? Would they enjoy the portrayal of the country’s dark sides? Those of us living her already may recognise many of Gary’s experiences, but probably hope that our own family situation could never descend into this hell.
In Appropriate is probably best viewed as a testament to the hundreds(?) or thousands(?) of foreign spouses, mainly men, who have lost their children after divorce with a Japanese national.
One day, many years from now, will Arudou’s own daughters pick up this book in the bargain bucket of a English-language bookshop and wonder–was Japan really still like this in the opening years of the 21st century? Will they understand their father’s anguish?

In its cover story last month, The Economist newsmagazine looked at the issue of “Asia’s lonely hearts: Why Asian women are rejecting marriage and what that means.” It offered many reasons — including economics, education level, changes in family structures and gender roles, divorce difficulties, and demographics — for why many Asian women (and of course, by extension, Asian men) are marrying later or not at all.
I commend The Economist’s well-intentioned attempt at dealing with an important social issue. But its discussion left one major stone unturned: sex.
At the risk of turning this month’s scribbling into a Hugh Hefner column, I think it incumbent upon those of us planning a life in Japan to consider a fundamentally unhealthy social phenomenon: how sexuality in Japan is downplayed, if not encouraged to be omitted completely, from many married lives.
First, an axiom: Healthy adults have sex throughout their lives, and this should not necessarily change just because people get married.
However, in Japan it often does.
A “sexless marriage,” according to the Japan Society of Sexual Sciences, is generally defined as one where couples have sex less than once a month.
Sumie Kawakami, in her book “Goodbye Madame Butterfly: Sex, Marriage, and the Modern Japanese Woman,” cites a 2006 joint survey by the Ministry of Health, Labor, and Welfare and the Japan Family Planning Association that found more than a third (34.6 percent) of all Japanese married couples could be classified as “sexless.”
This is a rise from earlier surveys and should be discussed in Japan as a social problem. After all, Japan has a falling population and a birthrate at the bottom of the world’s scales — demographic trends that garner more than their fair share of media attention.
But sexlessness is hardly seen as problematic in Japan. Quite the opposite. Hark back to the 1990s, when the sekkusuresu state was portrayed in the media positively, even as a natural outcome of marriage.
There is of course plenty of coupling and intimacy before matrimony (as I’m sure many of our readers can attest), but once kids are in the picture (people are even discouraged from having intercourse while pregnant), sex can decrease markedly or even become nonexistent for a habit-forming period of time.
Ask why and the reasons are usually forthcoming: One side is often “too tired,” “It’s a nuisance,” or the kids are sleeping in the same bed, etc. The more cynical cite the cruel aphorism, “You don’t need bait for a fish already caught”.
But there is a fundamental difference here from attitudes in other developed societies, where sex even into old age (“orgasms at sixty!” on supermarket shelves, and don’t forget Oprah, Dr. Phil, etc.) is seen regardless of family lifestyles as a healthy and essential part of a relationship.
Not in Japan, oddly in this “must try harder” society.
Then this discouraging set of expectations gets recycled back into our media and becomes self-perpetuating. Group-think gets people off the hook from trying to maintain intimacy, while people made to feel they “want sex too much” are sometimes told to take their loins elsewhere. No wonder sleeping around in Japan is a national pastime.
One might say this is just an outcome of modern life in a crowded society. But similar modern pressures and overcrowding exist in other countries.
Consider a more worldwide sampling of the issue.
In 2005, Durex, the world’s largest condom maker, conducted a Global Sex Survey (see www.durex.com/en-jp/sexualwellbeingsurvey/documents/gss2005result.pdf) involving 317,000 respondents in 41 countries. The survey found that Japanese had the least sex in the world, at 45 times a year — far less than second-from-bottom Singapore (73 times a year), and even farther from the world average (103 times a year, meaning twice a week).
Moreover, less than a quarter (24 percent) of Japanese surveyed said they were “happy” with their sex lives, significantly lower than the global average of 44 percent.
Durex’s more recent Sexual Wellbeing Survey, involving 26,000 interviews from 26 countries, found Japan at the bottom again with even lower results (15 percent satisfied).
One might counter that everyone exaggerates or is reticent about their sexuality, skewing the stats. But in international comparisons, Japanese are rarely shy about presenting an upbeat image of their society to the world. Such low figures for Japan say to me that people are being brutally honest about sex, or that a lack of sexuality is not perceived as something negative.
This matters. It is one more disincentive to marry in Japan. Indeed, why lock yourself into a marriage to someone who becomes a sibling instead of a spouse?
Sex life is not part of the dialog on the decline in Asian marriage. But in Japan’s case, it should be.
It is Japan’s worst-kept secret.

I had a shock in May with the death of a close friend, Daniel, a long-term Japan resident in his sixties who had been in bad health. We were close and I’ll miss him.
But my shock was less due to Daniel’s passing, more to the postmortem reaction of the people around him, and to how the system processed him. None of us even knew he was in hospital; I didn’t hear about his death for nearly two weeks. As Daniel had once invited me to be an executor of his estate, I would have hoped to have been one of the first told, since he had no wife, children or kin in Japan.
Instead — and this is only what I’ve managed to piece together — he went to a hospital after some troubling symptoms, fell into a coma, and died thereafter. His body was kept at the hospital for quite some time waiting to be claimed. His former employer, despite Daniel’s decades of service, has apparently not even acknowledged his passing. Moreover, although I do not suspect foul play, the cause of death has still not been made clear to us.
This is unacceptable. Daniel was a dedicated educator and activist for human rights, renowned for his involvement in groups such as Amnesty International. Generous with his time, he spent his final years visiting people wrongfully incarcerated in Japanese prisons or left to rot in Immigration detention centers. He cared about people, particularly non-Japanese, who were victims of abusive systems ignored by society. Yet in the end, he too was just a John Doe on ice in some hospital.
My point is, people should not be falling off the face of the Earth like this.
Related to this is another problem: the lack of awareness of non-Japanese legacies — of lifetimes devoted to making Japan a better place.
One problem with our NJ brethren who leave us — through returning to their native countries, finding opportunities elsewhere, or, in Daniel’s case, death — is the disappearance of institutional memory. With a constant recycling of people, we as a community often know little of what happened before us, and have to start again from scratch.
That is the ultimate disempowerment: the ability to erase someone’s life work by not recognizing it.
This is why, at least in the case of death, we have an obligation to honor and remember NJ lives and efforts. Otherwise what is the point of making those efforts in the first place?
So let me propose a corrective measure: obituaries in The Japan Times. We should offer, say, a “Legacy Corner,” where someone who knew a recently deceased NJ of note well can submit a eulogy for possible publication. This way a print record remains of what they contributed to Japan and to us.
Many overseas newspapers, including The Guardian, already have this system in place. So should the JT.
The JT already offers briefs on deceased Japanese politicians and assorted muckety-mucks (as well as interviews with perfectly healthy Japanese bureaucrats and international representatives). Yet there is scant print on the NJ who lived here and gave so much of themselves to our society (not to mention read this paper).
I think it is particularly incumbent on The Japan Times to do this. Rival English-language papers are less NJ-community-minded. After all, they have long purged most of their NJ full-time staff and reporters, and generally supplement whatever news they don’t import with translated in-house articles (replete with nativist and exclusivist Japan-centric editorial slants). The JT, the only independent English daily paper in Japan, is in the best position to continue providing information for the NJ community to live better, more informed lives here.
After all, the Japanese media rarely recognizes the efforts of long-term NJ in Japan. NJ are apparently just supposed to come here to work and then “go home.” Even if they live most of their lives and die here.
We should not support this attitude. Otherwise, all that remains of the NJ long-termer is a fungible gaijin on a gurney. As happened to Daniel.
We owe people like him more. We owe ourselves more. Let’s make space for eulogy and legacy, and help create a stronger institutional memory. Prove wrong the institutionalized fiction that only Japanese can change Japan. =========================

Unbelievable! Most questions were mere bullying and nothing concrete. Except the Mainichi and two free lance reporters the rest was on a hunt on the chief of the government. Media played themselves the Nagatacho’s game. I was shocked to see that the only of the 2 good questions asked to PM Kan was by Mr. Shimada, a free lance reporter. A good validated comment and question about actions since and after the triple catastrophes (earthquake, tsunami and nuclear contamination) and how Japan’s social aspect has changed since 3/11 and the implications in actions and behaviors of the society. Kan started to answer on his philosophy and his expectation regarding Japanese population and I really noticed he was continuing explaining and elaborating his ruling concrete plan. Fabulous. But then NHK TV suddenly cut the answers of Prime Minister Kan… very articulated ones. He offered a vision of the present and the future after these exceptional disaster circumstances, I was astonished by Kan’s words.
So now, it’s clear. One knows one cannot truly rely on kisha clubs press releases. Luckily but minor impact, Kan’s comment is available on the web page of the Kantei. Now !! Why on earth do the media shut up the prime minister when he is presenting the most important policy speech of reconstruction after Japan chaos of March 11? Would the US cut B. Obama at a major speech? Would France cut N. Sarkozy live talks on such issues? During a press conf? Unbelievable. Then I asked again and again. No-one dares to say a word. His political death as current prime minister is planned? I am told by a close friend of Kan that the Kantei kisha club never forgave Kan’s administration to open the kisha club to other members of the national and international press… One reason certainly to explain the DIVIDE between what Naoto Kan said and what the press prints!
Following is the kind of things which supports the nasty pressure against Kan’s administration that you can read in the local media after last night press conf’. quotes:
“Prime Minister Naoto Kan has named Ryu Matsumoto as reconstruction minister and Goshi Hosono as minister in charge of resolution to the Fukushima Daiichi nuclear plant disaster. The additional cabinet posts were created on Monday. “The move is to assuage the heavy criticism Prime Minister Kan has received for his lack of leadership in handling the March 11 catastrophe.” (Said who?) Prime Minister Kan has gone so far as to agree to resign (pushed by who?) but only after Japan is on solid footing and the passage of budget bills and a renewable energy measure. “I’m aiming at stepping down after achieving those bills” said Kan on Monday. Hosono, (he is Kan’s successor in policies) who has been director of the nuclear task force, will be in charge of power conservation.” (At last a positive note of policy reported): “Kan explained that “the main purpose of the new appointments is to push for reconstruction from the disaster and to take steps to prevent another nuclear accident.” ” End of quotes.
I have to say that Akira was not uninformed when he commented with a certain passion yesterday on my fb wall about the way the media do the OMERTA on Kan’s policies. One word of advice, one friend told me again yesterday: “Just don’t! Just don’t trust national media* about Nagatacho and Japan’s politics, reporters report but editors CUT!”

Hi Blog. Here we have Donald Keene, our newest future Japanese naturalized citizen at age 88, prattling on in Sapio about how nice and wonderful Japanese society and culture is (citing things that happened a generation or two ago), and how he’s happy to become part of a culture so rich and able to regenerate itself after the tsunami (despite, he laments, the lack of domestic interest in Japanese culture by Japanese people; clearly in Donald’s world, culture makes the man).
I guess it just goes to show you that grumpy old men regardless of nationality have to latch onto the “good old days” somewhere; fortunately our Donald feels like he has a culture and a circle of friends here that encourage that. Enjoy yourself here, Donald. Just don’t bad-mouth other people who are also coming here and trying to make a life, even if eventually they decide that there are greener pastures and fairer opportunities elsewhere. At 88, you won’t have to endure Japan’s non-academic workplace culture, let alone be on this mortal coil long enough, for any denouement. Arudou Debito

SENDAI — With the nuclear plant crisis and continuing aftershocks, many foreign assistant English teachers have left Japan to return to their home countries, but one assistant language teacher (ALT) here chose to stay behind and do what he could for volunteer efforts.
Greg Lekich, 31, is an American ALT who teaches English at a high school in Sendai. Together with around 10 others, he has been doing volunteer work such as shoveling mud and helping clean people’s debris-filled houses. He says that he has many friends and students he has taught in Japan, and has grown used to where he lives now. He says he does not have plans to leave the country any time soon.
Lekich was born in Philadelphia. He spent a year of college learning Japanese and came to the country in 2004. After teaching English in Numazu, Shizuoka Prefecture, and other locations, he started work as an ALT at Miyagi Hirose High School and Miyagiken Technical High School from 2007.
When the earthquake struck on March 11, Lekich was in the teacher’s room at Miyagi Hirose High School. It was his first experience of a large earthquake. Following the instructions of the school staff, he evacuated to the athletic field outside. After walking for three hours to return home, he used the Internet to check on the safety of his foreign friends.
As the crisis at the Fukushima No. 1 Nuclear Power Plant was added to the list of disasters, many foreigners in Japan began leaving the country. However, Lekich stayed in Sendai. His father, a former nuclear plant safety engineer, told him that under the circumstances, he didn’t think his son needed to worry so much about the radiation. His mother said she was worried, but asked him to do what he thought was right.
Lekich decided to volunteer. Together with other teachers in the prefecture, he made the website “Teachers for Japan,” through which he and the others have posted English videos of the disaster-hit areas and collected money for those orphaned by the quake or tsunami. He also helps with relief work such as cleaning debris in houses three or four days a week in Wakabayashi Ward in Sendai and the cities of Ishinomaki and Tagajo.
He says that on the night of the earthquake, his Japanese girlfriend and her mother brought him food and water because they were worried. He says it made him feel strongly how people should help each other out in trying times.
Class at the high schools will start again at the end of the “Golden Week” break at the start of May. Lekich says that having class as always will help people return to their normal lives. He says he hopes the fact that he, an American, stayed where he was will bring courage to his students.
However, many ALTs have not stayed behind. According to the Council of Local Authorities for International Relations (CLAIR), which every year mediates the contracts of around 4,000 ALTs at local authorities around the country, 44 ALTs quit their jobs after the earthquake. Over half of them were at schools outside of the hardest hit Iwate, Miyagi and Fukushima prefectures. At least one had been working in Kyushu.
From this spring, English will be a mandatory subject for fifth- and sixth-graders at elementary schools. Minato Ward in Tokyo, which employs ALTs at all of its schools, has been unable to secure a complete number of ALTs in April, which delayed the start of English class by a week.
At one ALT dispatching company in Tokyo, over 100 ALTs have returned to their home countries and not come back to Japan.
“We are searching for substitutes (for those teachers who left) 24 hours a day. Among teachers who have left Japan but want to come back, many seem to have been held back by family,” said a company spokesperson.

My previous Japan Times JUST BE CAUSE column on ‘Fly-jin’ was, as predicted, controversial, and occasioned I’m told more comment than any column I’ve written before. Wow. Thanks for commenting.
However, I’m also told the comments were overwhelmingly negative towards my standpoint. This is fine too, since it is my job as a columnist to stimulate debate and offer alternate views.
However, remember what my column was on: How NJ are bullying each other into silence and submission in a society that already disenfranchises NJ.
If you disagree with my last column’s thesis, that’s fine. It’s your right. And clearly your voice is already being adequately represented.
However, if you agree with my thesis, and you don’t want the bashers to have the last word on this topic, I suggest you speak up now and send in your opinions to the Japan Times.
After all, it is generally the case that the critics are more likely to comment than those who agree. It’s tougher to build upon the sentiment of “I completely agree, the end”, than it is “I completely disagree and here’s why”.
But this time it’s special.
The whole point of the previous column was that media bullies have been controlling the debate on the status of NJ, and decrying them, unfairly as I argued, as deserters. “Fly-jin”.
If you don’t want them to continue to control the debate or let them have the final word on the subject, I suggest you send in your thoughts to the Japan Times via community@japantimes.co.jp

The problem is, it seems (after a short search) that this article has come out in English only — there is no link to the “original Japanese story” like many Mainichi articles have. TOKYO (Kyodo) — More than 90 percent of foreigners studying or working in Japan expressed willingness to continue staying in the country despite the March 11 disaster, according to a recent online survey by a supporting group for them.
The International Foreign Students Association conducted the survey between March 22 and 26, to which 392 people responded. Of the respondents, 60 percent were students and the remaining 40 percent were graduates, while more than 90 percent of them were from China, Taiwan and South Korea.
Those who are willing to stay in Japan said, “Because I like Japan,” or “At a time like this, I think I want to work together (with Japanese) to help the recovery,” according to the Tokyo-based nonprofit organization.
The survey also showed that 73 percent of the respondents saw information gaps between Japan and their home countries on the earthquake, tsunami and the subsequent nuclear emergency, with some saying overseas news on the nuclear crisis was “excessive.”
Some respondents also pointed out that the Japanese government does not fully disclose information on the nuclear disaster.

Around 60 percent said they have not been preparing for disasters, while some voiced the need for multilingual information on disasters.
The past two months have been uncomfortable for Japan, and for the country’s foreign residents. Non-Japanese (NJ) have been bashed in the media, unreservedly and undeservedly, as deserters in the face of disaster.
Consider the birth of the epithet “fly-jin.” A corruption of the racist word gaijin for foreigners, it appeared in English-language media as a label for NJ who apparently flew the coop in Japan’s time of need. The Japanese media soon developed its own variants (e.g., Nihon o saru gaikokujin), and suddenly it was open season for denigrating NJ.
For example, the Wall Street Journal (March 23) announced in English and Japanese articles an apparent “fly-jin exodus,” portraying NJ as fleeing, then sheepishly crawling back to their Japanese workplaces to face hazing. Tokyo Sports Shimbun (April 14) ran the headline “Tokyo Disneyland’s biggest reason for closing: repatriating NJ dancers” (oddly, Disneyland reopened days later).
Tabloids reported that “all foreigners have fled Japan” (Nikkan Gendai, April 11), or that a wave of migrating “bad foreigners” would render Tokyo’s Ueno a lawless zone (SPA!, April 12). The NJ-bashing got so bad that the government — unusually — intervened, quashing Internet rumors that foreign gangs were roaming the rubble, raping and pillaging, or that foreign terrorists had caused the earthquakes.
More moderate media still reported that escaping NJ labor was hurting Japan’s economy, citing farms and factories employing NJ “trainees,” fast food outlets, convenience stores, the IT sector and language education. Mainichi Shimbun (April 25) shed crocodile tears over the possible death of Japan’s textile industry due to the lack of cheap Chinese workers.
I saw no articles putting things into perspective, comparing numbers of AWOL NJ with AWOL Japanese. Cowardice and desertion were linked with extranationality.
Don’t get me wrong: I don’t doubt that many NJ did move due to the Tohoku disasters. But my question is: So what if they did?
I have my doubts that a) it’s any more significant than the fact Japanese did, or that b) it’s worth blaming NJ anyway. Japanese overseas, if advised by their government to leave a trouble spot, would probably do the same. I also doubt overseas media would criticize the departing Japanese so harshly.
So here’s what I don’t get: Why should Japan care if NJ are leaving? Japan hasn’t exactly encouraged them to stay.
Consider some common attitudes towards NJ: Larkers and freeloaders, they’re here just to make money, enjoying our rich, safe society before going “home.” NJ also get accused of threatening our safety and stability, as criminal gang members, terrorists or illegal workers. NJ are such a threat that the National Police Agency created a Policymaking Committee Against Internationalization (sic) in 1999, deputizing the nation’s hotels, employers and general public to join in their racial profiling and help ferret out “bad foreigners committing heinous crimes.”
Moreover, NJ are publicly portrayed as people to be viewed with suspicion, justifying Japan’s first neighborhood surveillance cameras in alleged “hotbeds of foreign crime.” They are even denounced by the likes of Tokyo’s governor, Shintaro Ishihara (recently re-elected to a fourth term), for infiltrating and subverting Japan’s very democracy (JBC, May 4, 2010).
On the other hand, NJ human rights remain unprotected. They are sometimes subjected to “Japanese Only” exclusionary rules and hate speech, neither of which are (or look likely to become) illegal activities in Japan. Meanwhile, local governments asking for kinder national policies for their NJ residents (e.g., 2001’s Hamamatsu Sengen, a set of proposals put forward in Shizuoka Prefecture to help foreign residents integrate) continue to be ignored by the central government. Indicatively, we still have no official policy to support and assimilate immigrants.
Rarely are NJ residents praised for the good they do for Japan, such as increasing our taxpayer base, contributing to the labor force, even sticking around to raise funds and deliver supplies to the Tohoku disaster areas. Instead, we get sentiments like “Japan must be rebuilt by us Japanese only” from the Asahi Shimbun (March 20) and Prime Minister Naoto Kan’s speeches.
All this might change, if NJ were ever given a stake in Japan. But rarely do they get the same opportunities as Japanese.
I speak from personal experience. We were promised, during Japan’s Bubble Era and “internationalization” push in the 1980s, that if we immigrants learned the language, worked hard and waited our turn on the corporate ladder, we would be treated equitably and promoted just like our native Japanese colleagues.
A quarter-century later, how’s that going? Pretty piddling. Few NJ have advanced to the top echelons of Japanese corporations in Japan. Few NJ “trainees” can ever hope to graduate beyond temp-worker status, picking strawberries for slave wages. Few NJ have become deans of universities, let alone gotten beyond basic contract work in education. Few NJ graduates of Japanese universities, despite years of corporate promises, have gotten genuine, promotable jobs in Japanese corporations here. And even after two decades of sweetheart visa status, few nikkei South Americans who lost their jobs in the recession were considered re-employable, unlike fellow laid-off Japanese: Only 1 percent of the former were offered any government retraining, with the rest tossed bribes to give up their pensions and “go home.” (ZG April 7, 2009)
Look, Japan decided in the 1970s that it wanted a quick-fix energy source to power its high-speed growth. It neither wanted to pursue available (and potentially safer) sources (such as geothermal), nor rely on foreign oil. So it built one of the world’s highest concentrations of nuclear power plants on some of the world’s most seismically active land. Did people really expect that someday this atomic house of cards would not come crashing down? Come on — it was the classic case of accidents waiting to happen.
Then, when they did happen, and people (regardless of nationality) began to look out for themselves and leave potentially dangerous areas, they got blamed for either overreacting or deserting? That’s rubbing salt in the wounds.
But it’s the NJ who got it particularly bad, since the worst critics were from within their own ranks. The word “fly-jin,” remember, was coined by a foreigner, so this meanness isn’t just a byproduct of systematic exclusion from society. This is sociopathy within the excluded people themselves — eating their own, egging on domestic bullies, somehow proving themselves as “more dedicated than thou” to Japan. What did these self-loathers ultimately succeed in doing? Making NJ, including themselves, look bad.
The point is that Japan made a mistake with its nuclear policy, and will pay for it in land, lives and reputation. Yet the past two months have demonstrated that NJ — ever weaker and disenfranchised — are being scapegoated to draw attention away from those truly responsible for this mess: the inept, cosseted Japanese nuclear industry, perpetually in bed with a bureaucracy that turns a blind eye to safety standards and abets coverups.
So let me counterbalance “fly-jin” by coining a word too: “sheeple.” By this, I mean people who timidly follow the herd even when it hurts them as a whole. They are unwilling to impinge upon their comfortable, convenient middle-class existences, or threaten their upward social mobility, by demanding a safer or more accountable system. Worse, they decry those who do.
If these sheeple had had their way, Japan’s nuclear industry’s standard operating procedure of disinformation and coverup would have continued after Fukushima, as it did after previous nuclear accidents in Tokai and Kashiwazaki. But this time the accident was big enough to potentially irradiate the international community. Ironically, it sometimes falls upon the dread foreigners to save the sheeple from themselves.
But again, the situation is particularly pathetic for NJ (and the opportunistic NJ rents-seekers) because, given their permanent “guest status” in Japanese society, they are expected to act like sheeple without ever being a full member of the herd. They neither have the same opportunity to speak their minds as residents, nor defend themselves from unfair bashing in public.
So bully for the fly-jin, or anyone, for protecting themselves and getting out. Why stay and be a sheep or a scapegoat?

In the vein of how Japanese media coverage has been unsympathetic, even critical, of NJ leaving Japan, page three is of particular note. It offers harder numbers of NJ departures (although again with no comparison with Japanese movement), does not stoop to a tone of blame, and even accepts that NJ have a choice to work in other countries, so Japan had better take some measures to make itself more attractive to NJ labor or else. That’s more like it.
I have long found the policymaking attitude of “working in Japan should be its own reward, so we needn’t try to make things more hospitable for foreign labor” puzzling, so this article is refreshing. Tens of thousands of worried foreign workers left Japan shortly after a crisis at the nuclear power plant that was crippled by the March 11 earthquake and tsunami, causing serious labor shortages in some industries.
After foreign governments lifted their temporary evacuation advisories issued in the wake of the nuclear crisis at the Fukushima No. 1 Nuclear Power Plant, many Americans and Europeans started coming back to Japan, albeit gradually. But workers from neighboring countries such as China have yet to do so.
Chinese people in particular — mostly students and trainees — had occupied key parts of the workforce in many Japanese industries, and therefore if they continue to stay out of Japan for an extended period of time, they could have a grave impact on the industries and force firms to review their business strategies or cut production.
“We are closed for a while,” said a notice written in rather awkward Japanese pasted on the shutter door of a Chinese restaurant slightly away form the main street of Yokohama Chinatown, the biggest Chinese quarter in Japan.
According to the cooperative association of shop owners in Chinatown, of the total of 2,500 people working there, about 300 of them, mainly part-time workers and students from China, returned to their country. As a result, about 10 out of some 320 stores, including souvenir shops, had to suspend their business operations.
The number of visitors to Chinatown at present accounts for about 80 percent of figures before the disaster, according to Kensei Hayashi, head of the cooperative association. There are shops that have enough labor to conduct business now, but they are stretched. While Chinatown hopes to see more people visiting the quarter the way they used to, there are growing concerns that an acute labor shortage could hit the town hard.
At Yoshinoya, a major beef bowl restaurant chain in Japan, about 200 foreign part-time workers including Chinese students, or about one-fourth of the total number of such workers in the Tokyo metropolitan area, quit their jobs in the first week after the March 11 disaster. The restaurant chain has managed to continue to operate by sending its employees to the shops from stores in other areas and hiring new workers.
Lawson, a major convenience store chain in Japan, also saw a number of foreign students quitting their part-time jobs at its stores in central Tokyo, but it has managed to keep its stores open by dispatching employees from headquarters. One Chinese person who had been set to work for Lawson from spring turned down the job offer.
A large number of foreign companies operating in Japan urged their employees to evacuate to areas outside Tokyo or abroad in the wake of the nuclear disaster. But some signs are emerging now that the situation is subsiding. Those companies that moved their offices to the Kansai region or elsewhere temporarily have started moving their offices back to Tokyo.
At Berlitz, a major English conversation school in Japan, the number of foreign instructors dropped by 30 to 40 percent immediately after the earthquake, but it has come back to about 90 percent of the total workforce it had before the disaster.
In the case of Chinese workers, many of them are students or trainees, and therefore it is often difficult for them to secure enough money to return to Japan. There are cases of “worrisome parents not letting them return to the country,” said a Chinese resident of Japan. Such being the case, it is unlikely that they will return to their workplaces in Japan anytime soon.
Japan’s sewing industry, which had accepted more than 40,000 trainees from China, saw them returning to their country in droves in the wake of the nuclear crisis. The Japan Textile Federation says about 30,000 Chinese trainees remain in their home country. Each company in the industry is required to keep the number of Chinese trainees below about 20 percent of its total workforce, but if the current situation were to continue, the industry as a whole would likely be forced to cut production drastically.
If the sewing industry were to fall into stagnation, the entire textile industry, including clothing, yarn and dyeing sectors, would suffer serious damage. “While production is being shifted abroad, the domestic industry in Japan has been able to survive by making high-quality and high-value-added products. But the industry could fall apart due to the earthquake disaster and the nuclear accident,” says the Japan Textile Federation.

Hi Blog. Here’s yet another article from a more reputable source, the Nihon Keizai Shinbun, talking about the phenomenon of NJ allegedly leaving Japan behind and having an adverse effect on Japan’s economy.
For the record, I don’t doubt that NJ have left Japan due to the Tohoku Disasters. I just have my doubts that a) it’s any more significant than the Japanese who also left, yet get less nasty media coverage (I have yet to see an article comparing both J and NJ “flight” in terms of numbers), b) it’s worth blaming NJ for leaving, since Japanese overseas would probably do much the same if advised to do so by their government in the face of a disaster, and c) the media is actually doing their job investigating sources to nail down the exact statistics. Let’s see how the Nikkei does below:
Some bogus journalistic practices unbecoming of something as trusted as the Nikkei, to wit:
Providing a generic photo of people drinking at a Tokyo izakaya and claiming that they’re talking about repatriating NJ (that’s quite simply yarase).
Relying on piecemeal sources (cobbling numbers together from Xinhua, some part-timer food chains, an eikaiwa, a prefectural employment agency for “Trainee” slave labor, and other pinpoint sources) that do not necessarily add up to a trend or a total.
Finishing their sentences with the great linguistic hedgers, extrapolators, and speculators (in place of harder sources), including “…to mirareru“, “… sou da“, “there are cases of…” etc. All are great indicators that the article is running on fumes in terms of data.
Portraying Japanese companies as victimized by deserting NJ workers, rather than observing that NJ thus far, to say the least, have helped Japan avoid its labor shortage (how about a more positive, grateful tone towards NJ labor?, is what I’m asking for).
And as always, not comparing their numbers with numbers of Japanese exiting. Although the article avoids the more hectoring tone of other sources I’ve listed on Debito.org, it still makes it seems like the putative Great Flyjin Exodus is leaving Japan high and dry. No mention of course in the article of how many of these NJ might also be leaving Japan because they have no stake in it, i.e. are stuck in a dead-end or part-time job with no hope of promotion, advancement, or leadership within their corporate sector.
Once again, it’s pretty flawed social science. The Nikkei could, and should, do better, and if even the Nikkei of all media venues can’t, that says something bad about Japanese journalism when dealing with ethnic issues. Read the article for yourself. Arudou Debito

Hi Blog. More on the Open Season on NJ. Here is Internet news site Zakzak headlining that Yoshinoya, famous beef bowl chain restaurant, is being affected by the “big-volume escaping of NJ part-timers”. It apparently has lost a quarter of its NJ staff (over 800 souls) fleeing from the fears of radiation from the Tohoku Disasters. Then Zakzak gives us the mixed news that Yoshinoya is still profitable compared to its losses the same period a year ago, but is expected to take a hit to its profits from the Disasters.
Not sure how that relates, but again, the headline is that NJ are fleeing and that it’s raising doubts about whether the company is still “okay”. Even though Zakzak notes that the company is filling in the gaps with Japanese employees (er, so no worries, right? The Disasters, not the alleged NJ flight, are the bigger threat to solvency, no?). So… journalistically, we’ll hang the newsworthiness of a company’s profitability on the peg of “escaping NJ”?
If we’re going to have this much NJ bashing, how about an acknowledgement of how much NJ labor has meant to Japan and how we’re thankful for it, so please don’t leave?
Nah, easier to bash them. Takes the heat off the company for their own variably profitable business practices, and creates more attractive headlines for the media. It’s a win-win situation against the bullied and disenfranchised minority. Arudou Debito

Hi Blog. Here we have GOJ agencies working to stem malicious rumors from proliferating online, including those targeting NJ. Good. It’s also presented (by a news blog) as a debate between those who feel they have a right to know (and feel betrayed by the official media as an information source) and those who feel they can say anything they like about anybody thanks to freedom of speech. It’s a fine line, to be sure, but I’m glad to see somebody official trying to tackle (or, rather, at least thinking about tackling) the issue of hate speech against NJ. But without clear legal guidelines about what constitutes “hate speech” (or for that matter, “immoral information”) in Japan, those who don’t trust the government will no doubt foresee a wave of official censorship. SNA (Tokyo) — The Japanese government has now entered into the business of deciding what citizens may or may not talk about in public.
A new project team has been created by the Ministry of Internal Affairs and Communication, the National Police Agency, and METI to combat “rumors” deemed harmful to Japanese security in the wake of the March 11 disaster.
Specifically, these government organizations asserted in a press release that the damage caused by earthquakes and by the nuclear accident are being magnified by irresponsible rumors, and that the government must take steps against this trend for the sake of the public good.
Specifically, the project team is sending “letters of request” to such organizations as telephone companies, internet providers, cable television stations, and others, demanding that they “take adequate measures based on the guidelines in response to illegal information.”
The measures envisioned seem to relate primarily to erasing any information from internet sites written by members of the general public that the authorities deem to be harmful to public order and morality. People may also receive warnings.
When the SNA asked the Ministry of Internal Affairs and Communication to provide concrete examples of how the government tracked down “immoral” information on the internet, the official in charge of the telecommunications bureau said, “We have not carried out any enforcement actions yet. I cannot explain in detail how we are operating since the roles are partly divided according to the ministries involved.”
“What we, the Ministry of Internal Affairs and Communication, are doing,” the official added, “is to urge net providers such as NTT and KDDI to follow our guidelines.”
The Telecom Services Association reveals that the following requests have thus far come from the government:
March 17: Erase descriptions of the earthquake as a man-made event
March 24: Erase descriptions about the manufacturers of the troubled nuclear reactors
March 28: Erase claim that the earthquake was caused by foreign terrorism
April 1: Eliminate the pictures of dead bodies posted on blogs
The Telecom Services Association complied with some of the government requests.
Eri Watanabe, a member of FoE Japan, an international NGO dealing with environmental issues, fears that the government’s strategy is a first step to “justify censorship.”
“If the government had conveyed the correct information from the beginning,” she asserts, “then they would have headed off the spread of rumors. The media and the government have not been properly explaining the meaning of radiation level numbers.”
Kazumi Asano, a Tokyo-based blogger, exclaimed, “They are just afraid of people exposing their close connection with TEPCO!”
Ms. Asano claims that she knew in advance that the severity of the nuclear accident would be raised to a 7 because she heard it from friends who work as TEPCO engineers.
“It is the blogs that are revealing the facts to the public,” she contends.
“The government cannot track down all of us and eliminate the people’s freedom of expression!”

Hi Blog. Debito.org is pleased to announce another Official(TM) Japan Open Season on NJ. We get these fads occasionally, like “NJ have AIDS” (1986), “NJ have SARS” (2003), “NJ are criminals” (2000-4).
Now, with the advent of “Fly-jin” (or the variant “Bye-jin” — which is better, some might retort, than being “Die-jin”), it’s now “NJ are deserters”. And they can be conveniently blamed for various social ills. Here, I’ll anticipate a couple:
1) “Fly-jin” are responsible for Japan’s lack of English ability because they fled their posts as English teachers. (Not so far-fetched, since they have been blamed in the past for the same thing because conversely “NJ have been in Japan too long“)…
2) “Fly-jin” are responsible for our fruits and vegetables becoming more expensive, since NJ “Trainees” deserted their posts as slaves on Japanese farms and left things rotting on the vine…
3) “Fly-jin” are responsible for a further decrease in Japan’s population, since some of them took Japanese citizens with them when they deserted Japan…
Okay, that’s still fiction. But who says people in Japan aren’t creative? I never anticipated NJ being blamed for the closure of Tokyo Disneyland, as the Tokyo Sports Shinbun does on April 14, 2011:

No, it’s not due to power outages or rolling blackouts or the need to save power to show solidarity with the Tohoku victims or anything like that. They have to have NJ faces as dancers and people in parades, therefore no parade, no Tokyo Disneyland. We’re closed, and it’s your fault, NJ. Makes perfect sense, right?

Hi Blog. As promised, here we have a record of how domestic media is either reporting on nasty rumors denigrating NJ, or circulating those nasty rumors themselves. The GOJ is taking measures to quell the clacking keyboards, but the tabloids (roundly decried for spreading exaggerated information overseas about the state of radioactivity from Fukushima) are still selling papers by targeting NJ regardless.

First, the Asahi and Sankei report “dema” swirling about saying that foreigners are forming criminal gangs (echoes of 1923’s rumored Korean well poisonings, which lead to massacres), and carrying out muggings and rapes. Yet Sankei (yes, even the Sankei) publishes that there hasn’t been a single reported case (glad they’re setting the record straight):
Still, that doesn’t stop other media from headlining other (and still nasty) rumors about how (bad) NJ are heading south towards Tokyo (soon rendering Ueno into a lawless zone). Or that NJ are all just getting the hell out:

Despite the (uncriticizing) domestic reports of Japanese also leaving Tokyo?
Would NJ going to a hotel in another city have been okay then? Or is the problem an assumption that NJ are allegedly more likely to flee, and fly overseas at that?
Besides (as other Debito.org Readers have pointed out), if the shoe was on the other foot, do you think Japanese citizens living overseas would refuse to consider repatriating themselves out of a stricken disaster area (and do you think the media of that stricken country would zero in on them with the same nasty verve?).
Meanwhile, xenophobic websites continue to rail and rant against NJ, since hate speech in Japan is not an illegal activity: Here’s but one example (which has escaped the notice of the GOJ as yet, calling for the execution of foreign criminals and throwing their bodies into the sea etc.); I’m sure Readers can find more and post them in the Comments Section below:
People always need someone to blame or speak ill of, I guess. I’ll talk more soon about how Japanese from Fukushima are also being targeted for exclusion. However, it seems that hate speech directed towards NJ is less “discriminate”, so to speak — in that it doesn’t matter where you came from, how long you’ve been here, or what you’re doing or have done for Japan; if you’re foreign in Japan, you’re in a weakened position, suspect and potentially subversive.
As long as one can anonymously bad-mouth other people in billets and online, one can get away with this. Again, this is why we have laws against hate speech in other countries — to stem these nasty tendencies found in every society. Arudou Debito

TOKYO—Life in Japan is showing tentative signs of returning to normal, but a fresh challenge may be facing the expatriates and Japanese who left and are now trickling back to their offices: how to cope with ostracism and anger from their colleagues who have worked through the crisis.
One foreigner, a fluent Japanese speaker at a large Japanese company, said that his Japanese manager and colleagues were “furious” with him for moving to Osaka for three days last week and that he felt he was going to have to be very careful to avoid being ostracized upon returning to work in Tokyo.
The flight of the foreigners—known as gaijin in Japanese—has polarized some offices in Tokyo. Last week, departures from Japan reached a fever pitch after the U.S. Embassy unveiled a voluntary evacuation notice and sent in planes to ferry Americans to safe havens. In the exodus, a new term was coined for foreigners fleeing Japan: flyjin.
The expat employees’ decision to leave is a sensitive cultural issue in a country known for its legions of “salarymen”: loyal Japanese employees whose lives revolve around the office, who regularly work overtime and who have strong, emotional ties to their corporations and their colleagues.
“There is a split between [the Japanese and foreigners] on where their allegiances lie. In Japan, the company and family are almost one and the same, whereas foreigners place family first and company second,” said Mark Pink, the founder of financial recruitment firm TopMoneyJobs.com, based in Tokyo.
The head of the Tokyo Stock Exchange, at a news conference Tuesday, expressed his disappointment that so many foreigners—from the U.S., France, the U.K., China and Hong Kong, among others—had been urged to leave the country by their governments and by worried families. Their flight was at least in part due to the more alarmist tones the foreign media took in coverage of the disaster, compared with the local news that emphasized how problems were being addressed.
“Many countries arranged for planes to bring their people back home. In some embassies, they sent messages to their nationals in Japan that the situation is very dangerous, while at some companies, top executives have come to Japan to provide reassurance,” said Atsushi Saito, head of the TSE. “It may be part of TSE’s role to put down rumors and to transmit to foreign nations what a great country Japan is.”
One expat in Tokyo, who runs his own small business, decided to go to London last week with a business partner. “It has been the right thing to do from a work-productivity point of view, as we have a big deadline to meet at the end of the month,” he said. “That said, I don’t feel very good about leaving and I’m sure people will perceive it as cowardly, and I won’t object to that.”

Those foreigners who return will find life in Tokyo is largely back to normal, with trains crowded during rush hour and men in suits packing restaurants during lunchtime in the city’s main financial district. But signs of disruption linger: Many shops close at 6 p.m. to conserve electricity and many stores are still out of basics such as milk and toilet paper.
One foreign investment banker in Tokyo says he wasn’t surprised that so many employees left. “We don’t hire people into the financial industry to risk their lives—this is investment banking and we hire investment-banker types,” he said. “We are trying to avoid ostracism for those who come back—there is no upside in that—but there is good-natured hazing.”
To be sure, most foreign senior-level managers leading teams in Tokyo stayed in the capital or relocated their entire offices to other locations in Japan, according to several managers interviewed Tuesday. In most cases, the expats who left are stay-at-home mothers, their children and those workers who don’t have staff reporting to them and can work remotely from Hong Kong and Singapore. Some Japanese, of course, also left Tokyo, though mainly women and children going home to their families in other parts of Japan, while their husbands stay in behind to work.
“If I had left as the president, my role as a leader would have been diminished,” said Gerry Dorizas, the president of Volkswagen AG’s operations in Japan, who has been in that role four years. “We’ve been very transparent.”
VW Japan has moved all its staff, including 12 expats and 130 Japanese staff and their families, to Toyohashi in Aichi prefecture.
Boeing Co., which has operated in Japan for more than 50 years, says the majority of its 30-strong staff in Tokyo have remained, despite an offer to work in Nagoya, or for expats to take a home leave.
Christine Wright, managing director of Hays in Tokyo, one of the country’s leading recruitment firms, said: “I saw no reason to leave; if you have a commitment to your staff, you stay there.”
Some said the expats would likely find local colleagues to be more understanding than expected. They say a decade of deflation and economic hardship has changed the Japanese mindset. “I think the Japanese had more of the group mentality decades ago, but not so much now,” said Shin Tanaka, head of PR firm Fleishman Hillard’s operations in Japan. “I think most [Japanese] people are staying because they think there is little risk.”
A Japanese employee at a foreign investment bank said he wasn’t bothered by the fact that some of his colleagues left last week. He felt the gap was narrowed by technology, anyway, allowing some who left to do their share. “It hasn’t really been a problem,” he said. “They’re working remotely out of other countries in Asia.”
Still, the return of the “flyjin” to Tokyo and other areas of Japan will likely be an issue for management to grapple with one way or another in the coming weeks.
“Most companies are trying to give some space to people on both sides to adjust: the people who feel they were abandoned and the foreigners who are coming back and feeling some initial tension,” said Mr. Pink. “Within a week or so that may resolve itself.”

This past weekend, there were fewer foreigners than usual to be seen in Tokyo’s typically busy Ginza and Omotesando districts. Not just tourists from abroad scrambled to leave Japan, but also business travelers, students and reportedly even diplomats.
While I am deeply grateful to people around the world for their moral and material support, I understand too well that rebuilding our country is ultimately the task of none but the Japanese.
We haven’t yet got a total picture of the extent of damage wrought by the Great East Japan Earthquake. Elderly people continue to die at evacuation centers and hospitals. At the Fukushima No. 1 nuclear power plant, four reactors are taking turns in acting up.
The megaquake occurred 10 days ago, but it is still tormenting its victims, having unleashed twin monsters of a gigantic tsunami and a nuclear crisis.
On March 11, normal life fell apart in many ways, big and small. Rolling power outages have become routine in the Kanto region, where supermarket shelves are noticeably bare. Even in the Kansai region, which suffered no damage, people are reportedly hoarding gasoline and batteries. All over Japan, people are scared.
In towns that have been reduced to rubble, survivors mourn their lost loved ones, hanging on to what they remember of them before the muddy tsunami waves claimed them.
“You want to cry, but you can’t,” said a head nurse at a hospital. A survivor herself, she is risking her own life to save others.
Time is irreversible, and I feel the pain of these people. I will stand by them in spirit as they face further hardship in the days to come.
One week after the earthquake and tsunami, the Tokyo Sky Tree, now under construction in the capital’s Sumida Ward, reached its full height of 634 meters. When it surpassed Tokyo Tower in height a year ago, I noted in this column, “From that height, I would like to see Japan outgrow its introverted mentality and start moving again.”
The starting line will have to be moved back considerably. But just as people experience a sudden surge of superhuman power when their backs are against the wall, the deeper our country is steeped in crisis, the greater our ability will be to rebound.
Let us all believe that, and let us stand by our fellow citizens who survived the catastrophe. We have nowhere to go back to, except this country of ours, which we must rebuild again out of the rubble.

COMMENT: Now, some may excuse this as a strained column created by a tired journalist during a time of great national stress. But my point is that it’s interesting what stress brings out in influential public forums — in this case, a knee-jerk belief that NJ in particular (with the assumption that Japanese are constrained from fleeing themselves) are fleeing, not helping, and have no investment in this society. How insulting, especially in light of how many NJ are also pitching in. Also, the clear and nasty assertion that it’s only the Japanese who can rebuild Japan (made also by PM Kan in his speeches) seems not only callously ethnocentric, but also in error in light all the assistance Japan has been gratefully accepting from the world.

Hi Blog. Let’s now start looking at some aspects of what appears to be a Post 3-11 Backlash against NJ. Let’s start with the Tokyo Governor’s Election, due April 10.
We already have one overtly racist incumbent, Ishihara Shintaro, whom I’ve heard is alas the favorite to win, again. But also on the bill is this noticeably nasty candidate Furukawa Keigo, who advocates by his very slogan the expulsion of foreigners from his jurisdictions (pedants might counter that he’s only referring to Chinese and Koreans, but a) that doesn’t make it any better, and b) you think he’s only stopping there?).
Here’s Furukawa’s public campaign announcement, put in every Tokyoite’s mailbox through public monies:

Now more than ever, we should resolutely expel the foreign barbarians
Eject foreigners from Tokyo.
(By foreigners, I mean mainly Chinese (the pejorative “Shinajin” used for this) and north and south Koreans. In other words, the foreigners who are thought to be causing harm to Japan.)
1. Change the law so that foreigners cannot purchase land in Tokyo-to.
2. Absolutely opposed to voting rights for foreigners!!
3. Ban the the use of officially recognized Japanese aliases used by so-called “Zainichi” Koreans.
4. Make conversion of pachinko shop premiums into cash illegal
5. Do not relocate the Tsukiji fish market
6. Permit opening of casinos in Toyosu
7. Continue with tuition-free high schooling. Abolish the school district system.
8. No need for Tokyo to host the Olympic Games
9. Merge Tokyo’s two subway corporations. Run the trains round the clock.
10. Revize Metropolitan Tokyo’s Ordinance No. 128 (law controlling public morals)
11. Provide more public housing
12. Revise construction safety regulations in Tokyo.
COMMENT: Although diverse elections will always contain crank candidates (after all, they have to represent their portion of the crank public), a question to be raised is what kind of people (and electoral system) would allow a campaign advocating the expulsion of taxpayers who have lived here for generations? Submitter MS says poignantly, “I’m royally pissed at having my tax money used on a document published and distributed by Met Tokyo that bears a prominent advertisement by a right-wing wacko candidate that advocates my expulsion.”

This issue is admittedly a bit tangental; these campaign stumps were probably written and submitted before 3-11, so they are but riding sentiments that were already lying latent before they could surf the current wave of public opinion. How well Furukawa does on April 10 is quite possibly a bellwether of how sentiment is turning anti-NJ (or not) in the face of the “Fly-Jin” or “Bye-Jin” pejoratives.

March 2011 has shaken Japan to the core. The earthquake, tsunami and nuclear incident in Fukushima have given the world cause to pause and reflect on the fragility and hubris of human existence. My condolences to the victims, and their families and friends.
But it’s time for some assessments, however premature.
This time, however, Prime Minister Naoto Kan was on the scene with rescue teams almost immediately. Although Kan did resort to traditional rhetoric of “We Japanese saving ourselves” in his speeches (a callously ethnocentric way to ask Japan’s residents to dig deep emotionally), overseas aid was accepted with fanfare and gratitude. I thought Kan did the best he could, given the information at the government’s disposal.
But here endeth the praise. As Fukushima’s nuclear reactors become Japan’s perpetually burning tire-yard fire, they have laid bare the fundamental flaw of Japan’s “nanny state”: the assumption that “father knows best” and that the public are children incapable of dealing with potentially dangerous situations. The reflexive, obsessive control of information has done our people a great disservice.
Let’s start with the Tokyo Electric Power Co. They kept us woefully underinformed (to put it mildly) about the stricken reactors. Some may say that leaking limited information is standard operating procedure for the nuclear industry worldwide (justified under “avoiding public panic”), but this was not mere lipstick on a wasteful political boondoggle — it was a potential China Syndrome (or would that be South Atlantic Syndrome in this case?). And since the fallout could not be contained domestically, the story came under more demanding global standards of scrutiny.
Tragically, Tepco kept such a tight lid on information that not only was our government kept in the dark, but so were worldwide nuclear experts. This caused burgeoning speculation, a slow-breeder panic and a media meltdown poisoned by gross mutations of logic.
The increasingly senile governor of Tokyo, Shintaro Ishihara, called the disaster “divine intervention” for Japan’s “egoism” (he later apologized; now let’s have a public retraction of his 2000 speech claiming that heinous foreigners would riot during natural disasters like these). Governments began to disagree on the definition of “safe distance” from Fukushima, while Japan adjusted “safe levels of radiation exposure” to suit political expediency.
While Japan’s media cartels as usual skimped on investigative journalism, overseas and online media, running on fumes, had no choice but to fill in the gaps. When some foreign reportage became sensationalist, proponents of nuclear power utilized it to sow doubt and dissent. Commentators were derided as fearmongers for presenting the heresy that nuclear power might not be so safe after all. Eventually, if the information had not been sourced from the nuclear industry itself, it was interpreted as suspicious, culturally insensitive, even anti-Japanese.
Criticism shifted from those who caused this incident to those who wanted to do something about it. People moving to a safer location were treated as deserters. The exasperated public began to tune out and adopt a sense of futility and fatalism, even as radiation levels rose and contaminated the food chain.
Fortunately, given time, all this should pass. But one lingering afterglow will be a feeling of betrayal of the public trust.
We were told that nuclear power was safe. One assumes, not unreasonably, that this means no leaks. Zero emissions. Hence, the public should have zero tolerance for any man-made radiation. We should reject ex post facto reassurances that this amount of millisieverts is insignificant, the same as an X-ray, an airplane flight, etc. Sometimes the government’s advice was so unscientific that it tried the patience of an educated society. (In a land of poorly insulated housing, being told to “just stay indoors” is clearly stopgap.)
My point is that the public has been kept in the dark for generations about the risks of nuclear power, settling for cute cartoon characters that deliberately and persistently underinform us. Yet when the industry screws up, who takes the fallout?
Not Japan’s nuclear firms. Tepco, remember, similarly botched things after radiation leaks at Tokai, Ibaraki Prefecture, in 1999 and the Kashiwazaki- Kariwa plant in Niigata Prefecture in 2007. Yet these Homer Simpsons remain in charge, despite, according to Wikileaks, repeated warnings from overseas specialists about their outmoded and lackluster safety standards (in a land of extreme seismic activity, no less). In a society that, if anything, overcompensates in the name of safety, why is nuclear energy such a glowing exception?
Nor will the government be held accountable, despite abetting coverups, preventing more leaks of information than of radiation, and rarely coming clean about nuclear power’s dirty secrets. Part of it is due to the lack of class-action lawsuit mechanisms in Japan’s judiciary, and the fact that judges almost never rule against the government.
But most of it is rooted in one simple historical fact: The state always wins in Japan. Because it always has.
This is a society, remember, that has never experienced a popular grassroots revolution in its history. The result is that less cultural value is placed on fairness and social justice, more on personal perseverance and knuckling under — even if that means the environment gets poisoned and people die, either as volunteer fire department heroes or as silent victims after long-term radiation exposure. Afterward, we’ll salute and mourn those who sacrificed themselves for the system, feeling sad for them but grateful that it didn’t happen to us. It’s a cost of living in Japan.
One would hope that Fukushima would occasion review and reform. But I doubt it will. Fukushima has illuminated how the biggest problems facing Japan will not get fixed — because the public cannot or will not force the state to take responsibility for its mistakes. Ultimately, this is what breeds Japan’s undying fatalism.
